Russia and China could collaborate to build a joint research base on the Moon. This was stated by Dmitry Rogozin, who is the chief of Roscosmos – the Russian space agency.

“Recently, we [Roscosmos and Director of the China National Space Administration Zhang Kejian] have agreed that we will probably research the Moon and build a lunar research base together – Russia and China,” Rogozin said on the Solovyev LIVE Youtube channel.

The chief of the Russian space agency emphasised that he has a lot of admiration for his Chinese professionals and despite the fact that China National Space Administration has had various accidents this year, “they continue working, continue testing their resolve, they stick to their guns.”

Earlier, the Roscosmos informed that he had discussed space collaboration with the officials from China National Space Administration fo the lunar research base. He added that the sides had agreed to take mutual steps in that direction.

Earlier, as EurAsian Times reported, the US has been formulating plans to mine on the moon and outer space while ignoring Russia. The U.S. Defense Department views Russia as a hostile spacefaring nation due to its “threatening” satellite movements toward U.S. spy satellites and as a result, won’t include Moscow in Artemis Accords negotiations.

Too early to tell.
It's just a un-official suggestion from Russian space agency.
China currently obviously focus on it's own Mars and Moon returning trip program.

China is serious. The next Chinese mission to the moon will be a sample return then moon base. It was announced already.

Russia is history in space. They do not have anything to offer anymore.

I believe that Russia and China should collaborate on a manned Mars mission. That would be more ambitious. The USSR had a manned Mars program that was supposed to be done by the 1980s.

Additionally, Russia and China should take along space institutes from India, Indonesia, Egypt, Cuba, Algeria etc. Essentially make it a counter to any West-based program.

I will say that money reserved for military stuff should be allotted to fight Covid19.

after india banned chinese apps and other products and became satellite state of u.s against china it is almost impossible that china become part of any such cooperation which involves india,if india is eliminated from this group then such cooperation can become reality

I can only hope that the Indian Establishment sees the wisdom and leadership opportunity in participating in a Eastern / Global South bloc.
