Russia behind schedule on Indian frigates delivery

Russia is not going to meet the deadlines in the implementation of a contract on the delivery of missile frigates to the Indian Navy, the state-run arms exporter Rosoboronexport said. Russia and India signed a $1.6 billion contract on construction of three modified Krivak III class (also known as Talwar class) guided missile frigates for India in 2006.

The first frigate was scheduled for delivery in April 2011.

"There is a delay, and it is hard to say now what the new deadline is going to be, although the first ship is undergoing dockside trials," said Oleg Azizov, head of Rosoboronexport's delegation at the IMDS naval show in St. Petersburg.

Russia's Yantar shipyard, which is building the ships, has asked Rosoboronexport for additional $100 million to finish the construction.

Azizov said an Indian Navy delegation will arrive in Russia next week to negotiate the new deadlines for construction.

This is the second time Russia has run into difficulties with Indian naval contracts. The price of the Admiral Gorshkov aircraft carrier has been raised almost twice, and its delivery date was put back from 2008 to late 2012.

Russia has previously built three Talwar-class frigates for India - INS Talwar (Sword), INS Trishul (Trident), and INS Tabar (Axe).

The new frigates each will be armed with eight BrahMos supersonic cruise missiles, jointly developed by Russia and India.

during the discussions for the Admiral Gorshkov President Medvedev had to step in because the talks were going no where i think it would have been better if IN had the ships built in GRSE or Mazogan docks with TOT

agreed with you.We are already developing world class warship.
With due respect to our russian brothers,the Shivalik FFGs we make are as capable if not better than the russian ships.but the russians are very good.the talwars are great warmachines.

these ships are the krivak 4 not 3....... Also i guess we can cut them some slack (as long as the delays aernt huge)........ Delays happen everywhere, not just in russia...... Look at the scorpene deal, the iac even the shivaliks upto a certain extent, all have been delayed

GRSE is fine but no more orders should be given to MDL unless they complete their backlogs....Russian shipyard has selected Pipavav. There are indication that a follow on order for 4 advaced Krivak warships might be placed and if it is placed then the order will be made by Pipavav. But i think instead of these 4 we should order 4 FREMM as FREMM is likely to win P17a. DCNS will build it faster than Russian or our own shipyard but all this only if India decides to place an order for 4 more Krivak.

Talwar has great firepower while Shivalik is stealthier. Just wait and see frigates of P17A. I bet Russians would have never seen such warships. They will be based on French or Italian designs which are way advanced than Russians. Just imagine fremm fitted with Brahmos 1 (may be Brahmos 2 also), Barak NG, Latest Elta Radars, New Cruise Missiles like Nirbhay and LRCM & may be Shaurya. Those ships will be the best. Just imagine what firepower Project 15a and Project 15b destroyer will be carrying ?

IAC was delayed because of lack of proper steel but its back on track. There is no more delay in IAC. As far as Shivalik and Scorpene are concerned, they are build by MDL. You cannot expect them to complete any project without a delay of at-least 3 years and cost over-run of billions. I hope MOD start using private shipyard as it will save both time and money and we will get a good quality product also.

What do you need TOT for? The design for these ships was developed on the basis of the Russian Krivak III, with modifications modelled after the P17 design. The reason India has ordered 6 of these ships in 2 batches from Russia is because Indian yards a preoocupied with P15A, P17, P28 and a carrier, and some ships are needed urgently to replace older ships and keep the fleet numbers at a sufficient level.

The russians work with project numbers. Krivak is a NATO reporting name

1135 (1135.0)= Burevestnik = Krivak I (navy)
1135M = Burevestnik M = Krivak II (navy)
1135.1 = Nerei (Nereus) = Krivak III (KGB border guards)
1135.2 = modernisation/refit of Burevestnik ships Zharkiy and Leningradski Komsomolets (renamed Legkiy) = Krivak IV
1135.6 = Talwar class, advanced derivative of 1135.1, buitl 1999-2003. 2nd batch of 3 under construction with Brahmos.
1135.6M = Admiral Grigorovich class = 1135.6 for russian navy with SRL for SAM replaced by VLS (this is an all VLS ship)
2235.0 = Admiral Gorshkov class, the most modern Russian frigate and a further development on the line from 1135.1 and 1135.6M

Good analysis..Just one more thing to add.. Scorpene was not delayed just because there was no suitable steel. Major delay was caused because of the reluctance on the french side to pass on the critical tech and inability of MDL engineers to learn fast enough..

Sorry steel has nothing to do with Scorpene. Scorpene was mainlty delayed because idiots at MDL thought they can build the subs but it truned out they even didn't had sufficient machinery to build such a modern sub. After that modernization of MDL took place and then 1 year we got delayed because of DCNS.

I am telling you Project 17a is also going to get delayed by 3-4 years at-least. The reason is MDL and GRSE are building all the subs in India while none of them have any idea about modular shipbuilding which is going to be used in this project. They will first try to do work things around and then in a couple of years they will give up then govt. will have to pay extra buck so as to get work started again with the help of foreign shipyard.
IN was realistic, they proposed that 1 or 2 of these 7 frigates should be build in foreign shipyard where Indian workers can be trained simultaneously and then we can go on and build the remaining 5 but our shipyards were so confident that MOD agreed their offer and decided to build all of them at home so as to save money. The result will not only be the delays but also the cost over-run.
Modular shipbuilding has both advantages and disadvantages. If everything goes right P17a will get over in record time (very easily before 2020) but if something goes wrong then we will have to start everything from the beginning.

I think it was better if we would have given this project to Cochin Shipyard as they are the only ones with the experience in modular shipbuilding (IAC 1) but i doubt we can accommodate 2 such big projects over there.
I think we should share Project 28A corvettes with Cochin so as to increase the rate of production and secondly Cochin can build a corvette alongside an AC. While 4 amphibious warships should be given to Pipavav and second line of SSK to LnT as promised. MDL can go on with P17, P17a, P15 and P15a.
