MOSCOW: Russia`s military could be drawn back into the Afghanistan theatre for the first time since the Red Army was forcibly expelled by US-backed mujahideen fighters in 1989 under plans being discussed by Nato officials.
The proposals precede a landmark alliance summit next month, to be attended by the Russian president, Dmitry Medvedev.

The officials said several joint Nato-Russian initiatives on Afghanistan were on the table. They include the contribution of Russian helicopters and crews to train Afghan pilots, possible Russian assistance in training Afghan national security forces, increased co-operation on counter-narcotics and border security, and improved transit and supply routes for Nato forces.

"The summit can mark a new start in the relationship between Nato and Russia," said Anders Fogh Rasmussen, the Nato secretary-general.

"We will hopefully agree on a broad range of areas in which we can develop practical co-operation on Afghanistan, counter-terrorism, counter-narcotics."

Rasmussen added: "Russia is strongly interested in increased co-operation … Last December, when I visited Moscow, I suggested that Russia provide helicopters for the Afghan army. Since then Russia has reflected on that and there are now bilateral talks between Russia and the United States. I would not exclude that we will facilitate that process within the Nato-Russia council."

Western diplomats said it was quite likely that agreements with Moscow on enhanced co-operation in Afghanistan on a range of fronts would be reached in time for the Lisbon Nato summit on 19-20 November.

Yes, no combat operations!

What that means is supply routes can be re routed. The significance of strategic location of Pakistan and its importance on WOT may be challenged in the long term.

What will be India's position if its all weather friend Russia re-enters Afghanistan?

Same as it was in the past, India will not get militarily involved- no boots on the ground.
Russia entering Afghanistan is in the realm of speculation. It will not simply because Russia does not need to.
Russia may at best give behind the scenes assistance. There is also speculation about Russia doing that to NATO.

Russia's envoy to NATO on Wednesday dismissed reports that Russian troops could be sent back to Afghanistan two decades after the Soviet Union's Red Army was forced out by U.S.-backed mujahedeen.

"We've already been in Afghanistan and we didn't like it much," Dmitry Rogozin told RIA Novosti.

The UK newspaper The Guardian said on Tuesday the proposal was on the table ahead of a landmark Russia-NATO summit in Lisbon next month.

The paper said Moscow and Brussels were discussing joint initiatives including "the contribution of Russian helicopters and crews to train Afghan pilots, possible Russian assistance in training Afghan national security forces, increased co-operation on counter-narcotics and border security, and improved transit and supply routes for NATO forces."

"Maybe someone wants Russia to supply cannon fodder to Afghanistan," Rogozin went on.

The Soviet Union was involved in a bitter decade-long conflict in Afghanistan from 1979 to 1989. A million Afghan civilians and fighters are estimated to have lost their lives during the fighting. Some 15,000 Soviet soldiers also perished, and the return of Russian soldiers to the country would also be extremely unpopular in Russia.

The war had a profound impact on the Soviet Union, and has been cited as one of the key factors in the collapse of the Soviet Union in 1991.

Rogozin also said that Russia-NATO cooperation in Afghanistan consisted of training for Afghan and Pakistan police involved in the fight against drugs, transit and "the implementation of the so-called helicopter package."

Russia is competing for a U.S. tender to supply Mi-17 helicopters to Afghanistan.

Russian crews will train Afghan pilots, but not in Afghanistan, Rogozin said. He also said that the issue of improved transit arrangements "has never been raised."

No Russian soldiers in Afghanistan - Rogozin

Dmitry Rogozin, Russia’s permanent representative in NATO, has denied media information about the likelihood of Russian soldiers going to Afghanistan.

In the Ambassador’s words, Moscow is not planning to supply Afghanistan with “cannon fodder” and “Russian soldiers will be where they are to be, that is on the territory of the Russian Federation”.

Rogozin reminded the audience, that Russian troops waged a war in Afghanistan in the past “and did not enjoy it there”.

At most Russia will provide training to Afghans and a supply route. I dont see anything more than that happening unless Russia gets $$$ to justify it. All hell broke loose the last time Russia was called in.

before laughing u must think why Taliban and other grew up in afghan

you are right .. first USA and their ally fought against Russia supporting the group like Taliban

then left Afghan on his way without any help ...

and when there boomerang hit them back hardly then they came back fight against Taliban

now they know how much it is important to train afghan army up to a level so that they can defeat Taliban and such group on there own
and they realize how much really hard it to train afghan army (corruption, illiteracy, discipline, drugs ..and so )and if they leave it without doing it, Taliban will again grow there roots in afghan
so they need the Russia to help them whom they forced to move out ...and they are laughing though they know that they are still fighting against Taliban

why? is NATO itself not able to deal with it ??


but now taliban is also growing its roots in Pakistan itself ..and it is very hard for Pak to deal with it because many groups in pak itself support itself

so even they will eliminate it from afghan completely they will not truly win till pak get rid off from it in its home ,,

Well well well, look who’s in town!

Russians and the Iranians, wow! who would have thought this whole WoT would take such drastic turns.

Supply routes will see a dramatic turnaround, Pakistan played its trump card on supply routes just a little too early in the day. A tactical blunder!
With these two new players in the field I have no doubts the PA is going to be under some real intense pressure to get going against the haqqani’s, the hekmatyar’s and the afghan Taliban and will we see a sudden change in events with an official statement from PA that they are heading the north Waziristan way, I say watch the space closely. Interesting times ahead.
Northen Alliance will start calling the shots yet again.

Did I read Hillary Clinton say Amreica has no problems with Iran's Bushehr Nuclear Reactor, boy times are changing at some speed may I add!

As far as india is concerned, we will wait and watch a little longer to see how all this pans out, possibly wait for the December review and see how does the USA wants this thing to be played out.
