Pakistan will get over its current financial difficulties, eventually. It may take a couple of years, but it will happen. Given its neighbourhood, Pakistan has no choice but to maintain a relatively strong military. Unfortunately, this often has to be at the cost of other priorities such as education, healthcare, etc. That is what happened in the past, and may happen again in the future.
But the highlighted part of the story is what is more important. Moscow's perceived loyalty to India has not paid off. And the Russians are increasingly, more openly, saying that their partisanship in favour of India may no longer hold.
