Eventually, they can substitute kit parts with locally made ones, except for battery pack, and possibly electronics. I think even electronics should be somewhat doable in Pakistan over time, as the company will gain spare cash.
You can bring basic metalworking, and plastic molding shop to pretty much anywhere these days, Pakistan included. Don't say that local companies can't pull that because there already ones which do.
For pretty much any knock down kit product, from light EVs to home appliances you start manufacturing localisation with plastic parts and sheet metal, which usually make up for most of product's bulk, and then transition to more higher value ones when you get volume and cash to spare.
By the way, it will be a good idea for some handyman to try to market spare and higher capacity battery packs for those moto rickshaws.
50Ah (600Wh) is a joke. 12V packs you can buy in China in retail reach to over 200Ah (2.5kWh.) You can even buy single battery cells that have close to 900Wh. A single 600Wh LFP cell only costs around 125-150$
