Rs 250 million Vapor Heat Treatment plant to be installed at Multan

On the directive of Prime Minister Raja Parvez Ashraf, the government is planning to install a Vapor Heat Treatment (VHT) plant in Multan, which is the hub of mango production in Southern Punjab. A proposal in this regard is also likely to be approved by the Export Development Fund (EDF) board shortly. The EDF Board has been asked to sanction Rs 250 Million for the project, Business Recorder learnt.

This would be the second plant if the already approved plant is installed in Karachi. The VHT plant for Karachi is being imported from Japan to make the export of mango possible to some lucrative foreign markets. The government was also considering installing another plant in Multan, with production of approximately 0.700 to 0.800 million tons, of mangoes especially Chaunsa of all kinds and Enver Retol. The crop is about one month late than the crop in Sindh.

According to sources at the Trade Development Authority of Pakistan (TDAP), last year the mango Chaunsa was sent to Japan in the mango exhibition after VHT treatment and was liked by the Japanese public. As the problem of fruit flies was very common with the Chunsa, treatment of VHT was needed to allow mango export to foreign countries, especially Japan. For this purpose a separate VHT Plant of the same specification is required, which is going to be installed at Karachi.

The Prime Minister of Pakistan had also directed the concerned authorities to install a VHT Plant in Multan. Vapor Heat Treatment is a standard method employed for meeting SPS requirements of certain importing countries. The treatment ensures against fruit flies contamination while the fruit is in the orchards.

It is a mandatory requirement to be fulfilled at the time of export of mangoes to Japan, Australia, Korea and New Zealand. Pakistan exports mangoes to the Middle East, Europe and other destinations of South East Asia. However due to restrictions imposed by Japan, Pakistan is losing the lucrative market of Japan.

VHT is a technology required to be mastered to enter the prestigious foreign markets particularly the high priced market of Japan. It will also be used for the export of mangoes to Australia, Korea and New Zealand. Based on the approved parameters, commercial scale VHT plant can be installed in the country for treatment of mangoes for export to Japan, Australia, New Zealand and Korea.

The Japanese government lifted the ban on the export of Pakistani mangoes to Japan conditionally, with effect from 31st March. 2011. The condition of VHT has been imposed for mangoes to be exported to Japan. It may be recalled that the Japanese government had gifted a pilot VHT Plant to Pakistan in the year 1998. The Pilot Plant is located at the Karachi Airport and is in the control of the Department of the Plant Protection Government of Pakistan. Various initial tests were conducted and the reports were sent to the Japanese quarantine department by the Pakistani Department of Plant Protection, which were later on verified by the Japanese inspector in the year 2007-08. After satisfactory results of the tests and after continuous efforts of the Government of Pakistan, the ban on Pakistani mangoes for export to Japan was lifted.

During the President of Pakistan' 's visit of Japan in February 2011, it was agreed to export mangoes as a sample consignment after required processing through VHT, for which, TDAP has to arrange the VHT-treated mangoes for the mango festival in Japan. Since 2007-08 this pilot project of VHT has remained unattended and in need of repair and renovation of the plant and its building. The Chief Executive TDAP in a meeting with the Pakistan Fresh Fruit and Vegetable Association entrusted the task of its repair and renovation to the TDAP and for the purpose an amount of Rs 0.350 million was approved from the EMDF.

In consultation with All Pakistan Fruit and Vegetable Association and the Department of Plant Protection Department, TDAP, which is making arrangement for the plant, had refurbished the VHT Plant. Mr Soma Deputy Director / Japanese Quarantine, was invited to Pakistan to monitor and validate the process of VHT treated mangoes with effect from July 8 to 24 2011. Simultaneously a Chemical Confirming Test (CRT) was conducted in PCSIR Laboratories Government of Pakistan Karachi, which was found positive and satisfactory upto the standards of Japan. This test is also a mandatory requirement for the shipment of mangoes to Japan. Four shipments comprising about 2000 kg's of VHT treated mangoes were sent by the TDAP to Japan.

According to the sources, in consultation with the Pakistan Embassy Tokyo Japan, mango shows were also held on July 23 and 26 2011. Marketing campaign launched through the local media in Japan and by two well-reputed and famous super stores of Japan, M/s. AEON and M/s. DAI, who have their chain of stores throughout Japan, was successfully completed. The pilot of VHT Plant has a capacity of only 60 kg's per batch. The Plant is not viable for any commercial activity, however only processing of promotional activities can be handled. There is a dire need of at least 2 commercially viable VHT Plants with a capacity of minimum Twenty Thousand (20000) KG's (5000 KG per batch.) at Multan.

Japan imports Mango 11,000 tons to 12,000 tons on average every year from various countries such as Mexico (5,000 tons), Philippines (3,000 tons), Thailand (1,500 tons), Taiwan (900 tons) and Brazil (400 tons) and so on. India started the export of mangoes to Japan in 2008, but was deemed a failure due to residue issue and ineffective VHT.
