The reason why the ROK suddenly turned hawkish in recent years is that they calculate that they can afford the North Korea reconstruction bill, estimated to be at 20~25% of GDP. The government debt may double, but that would still leave the Korean government with a 60% debt level. And the natural resources buried in North Korea will more than offset that cost burden.
