Oh, its not just confined to Fuel and Explosives......there is much more than that. Try out what I said.
Then even tell him that it is a "Display Model of a Missile" instead. That will change the requirements some-what , but not eliminate them. Most importantly; the declaration, inspection and verification part will not change.

And let me clear my earlier comment, what i meant was, for reasoning impaired members like you, that missiles taken to exhibitions/shows etc are almost always dud/mock ups, they don't work, even if they have a live/active seeker, they will not have a live rocket motor.
