Development of Radiation Technology

Bhabha Atomic Research Centre (BARC) - Department of Atomic Energy (DAE) has been engaged in R&D work on the technology of preservation and hygienization of food and agri-products by radiation. Irradiation is very effective in treating the horticultural produces. Extension of shelf life of horticultural produces is very much depended on the produce, variety and storage conditions. For many fresh agri produce subjected to irradiation and proper storage, substantial shelf life extension has been achieved.

Unique advantages of radiation processing are:
· Significant increase in shelf life for many products including fruits, vegetables, cereals, pulses, spices, sea foods and meat products.
· Effective elimination of harmful bacteria, viruses and insects/pests.
· Cold & clean process (No temperature raise or residue); and treatment done after final packaging (no repacking necessary).

BARC-DAE has set up two technology demonstration units, one commissioned in the year 2000 for high dose irradiation at Vashi, Navi Mumbai, and another in 2002, for low dose irradiation, KRUSHAK (Krushi Utpadan Sanrakshan Kendra) facility at Lasalgaon, near Nashik. The facilities are being operated by the Board of Radiation & Isotope Technology (BRIT). Recently the harmonization of food irradiation rules with the international regulation through adaptation of class wise clearance of irradiated food items by the Food Safety and Standards Authority of India (FSSAI) has taken place [Food Safety and Standards (Food Products Standards and Food Additives) Sixth Amendment Regulations, 2016] for large scale deployment of this technology.

The quantum of horticulture produce in India is huge. Hence, many more facilities are needed.
Currently 15 irradiation plants are functional in the country which includes two plants set up by Government of India (KRUSHAK at Lasalgaon, Nashik, Maharashtra; and Radiation Processing Plant at Vashi, Navi Mumbai), and one each by State Government of Maharashtra and Gujarat. Annually, about 20,000 MT of food and allied products are being irradiated in the country.

Upgrading Food Testing Laboratories

At present, there are 219 Food Testing Laboratories [72 labs functioning under the State/Union Territories; 131 National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited private laboratories and 16 Referral Laboratories notified by the Food Safety and Standards Authority of India (FSSAI)] in the country under the Food Safety and Standards (FSS) Act, 2006, Rules and Regulations made thereunder. State/Union Territory-wise details of these laboratories with NABL accreditation, are at Annexure.


Many of state food testing laboratories lack equipment/infrastructure and the technical manpower required for conducting the tests (Details are given below):

*The Referral Food Laboratories work as appellate laboratories for the purpose of analysis of appeal samples of food lifted by the Food Safety Officers of the State/UTs and local bodies and the imported food samples


A Scheme, inter alia, for strengthening of State Food Testing labs (atleast one in each state with a provision of 2 labs in large states) and support for Mobile Food labs (one mobile lab for every 20 district with a provision of atleast one mobile lab in each state) has been rolled out by FSSAI withan outlay of Rs. 481.95 Crore. Under the scheme, the State Food Testing Laboratories are under the obligation to attain the NABL Accreditation i.e. International Standards Organization Accreditation (ISO/IEC 17025:2005).


The Minister of State (Health and Family Welfare), Sh Faggan Singh Kulaste stated this in a written reply in the Rajya Sabha here today.

High Capacity Parcel Vans in Indian Railways

To meet the demand of full vehicle load perishable traffic, Indian Railways has developed High Capacity Parcel Vans (VPs) with a capacity of 23 Tonnes which are attached to passenger carrying trains subject to availability of room in train and operational feasibility. To facilitate transportation of milk through Rail, specially designed High Capacity Milk Tankers having capacity of 44.66 KL are run as Special trains. At present 3 Milk tanker trains are being run of which 2 trains are run by Gujarat Corporative Milk Marketing Federation Ltd. (GCMMFL) from Palanpur to Bhim Sen and other by Mother Dairy from Daund to Baraut.

In addition to this, Indian Railways also run special parcel train consisting of High Capacity Parcel Vans for transportation of fruits in bulk like Mango, Banana, Orange etc. on demand, on a fixed path between specific origin-destination stations. Railways supply rakes for transportation of fruits on indent basis.

For transportation of horticulture produce in container, Container Corporation of India (CONCOR) has procured 98 Ventilated Isolated Containers specially designed for movement of fruits and vegetables.

Smt Harsimrat Kaur Badal launches Common Food Processing Incubation Center for Shallots, Perambalur

Smt Harsimrat Kaur Badal, Union Minister for Food Processing Industries launched Common Food Processing Incubation Center for Shallots (Small Onions) in Chettikulam village in Perambalur District of Tamil Nadu through video conferencing from here today.


Speaking on the ocassion Smt Harsimrat Kaur Badal said that it is a historic & auspicious occasion for Tamil Nadu and Chettikulam Village in particular. She also congratulated Indian Institute of Food Processing Technology (IIFPT), Thanjavur for their initiatives to help double farmers' income by 2022. She also said that farmers in Perambalur District are producing 70000 tons of shallots per year in a cultivation area of 8000 hectares, inspite of the increasing difficulty in cultivation due to increase in prices of inputs, unpredictable weather, disease outbreak and not getting adequate prices in the market. This Central Processing Center for Shallots in Perambalur will ensure that no shallots are getting wasted, increase farmers' income and also ensure availability of shallots to consumers. This Onion processing technology should be taken to all parts of India.

Shri C. Anandharamakrishnan, Director, Indian Institute of Food Processing Technology said that his Institute has decided to take one crop per year and develop processing technologies and related infrastructure for that crop. In this regard Mission Banana was implemented in the previous year and this year it is Mission Onion. Central Food Processing Center for Shallots in Chettikulam, Perambalur District is part of the Mission Onion in improving the lives of Onion farmers in this area. This center will help farmers’ to double their income through value addition. This center will process Shallots and produce 4 Shallot products viz. Fresh Shallot, Peeled Shallot, Onion Powder, Onion Paste, Onion Flakes. He also said that IIFPT is working on Mission Coconut which will be launched next year on World Coconut Day (2nd September 2018).



Background:

Perambalur district is the hub for small onions (Shallots) cultivation in over 8000 hectares producing around 65,000 to 70,000 tonnes every year. Farmers reported massive losses due to conventional methods of handling and storage. Stakeholders from this region expressed their need to provide technological solutions to minimize wastage, particularly during seasons with surplus production. The farmer producers union which will be involved in this initiative was also launched recently.

IIFPT has developed three machines viz.,

1. Small Onion Stem and Root Cutter

2. Small Onion Peeler

3. Solar Assisted Curing cum Storage Unit for Onions


This Center will make four value added products

1. Onion Powder

2. Onion Paste

3. Vacuum Packed Peeled Onion

4. Onion Flakes


Benefits of the Value addition created

1. Reduction of storage losses

2. Ease of handling

3. Shelf life extension

4. Increase in income generation

5. Wider market coverage for local farmers

6. More jobs created


Even with proper storage and handling, unprocessed small onions last only upto 15 days and even lesser when stored after peeling. But with the value addition, Onion powder will last for 6 months, Onion Paste for 5 months, Vacuum Packed Peeled Onion for 1 month (under refrigeration), Onion Flakes for 6 months. Thus it increases shelf life and farmers get better prices for their produce.

APEDA's new progressive step: An App to apply for farm registration and approval by State Govt. & Lab Sampling

Hortinet is an integrated traceability system developed by APEDA for providing Internet based electronic services to the stakeholders for facilitating farm registration, testing and certification of Grape, Pomegranate and Vegetables for export from India to the European Union in compliance with standards. To harness the potential of mobile technology, APEDA has developed a mobile app to allow farmers to apply on-line to facilitate their farm registration, tracking the status of application & approvals by State Government and Lab sampling by authorized Laboratories. This mobile app initiative is expected to increase the accessibility and reach of the Traceability software system among the farmers and other stakeholders.


This new Mobile app will also assist State Horticulture/ Agriculture Department to capture real time details of farmers, farm location, products and details of inspections like date of inspection, name of inspecting directly from field. After registration and approval of farm, farmer gets approval information.

The key features of the app are :

· Online Farm registration application and status tracking

· Processing and approval on on-line farmer applications by State Horticulture /Agriculture department.

· Registration of farmers, farms and products by State Horticulture/Agriculture department

· Capture geo location of the farms registered through the app

· Sample collection by APEDA authorized Laboratories along with geo location of the sample.


Dr Tarun Bajaj, GM APEDA initiated the proceedings by outlining the new mobile app concept and its evolution . Chairman, APEDA, Shri DK Singh welcomed the dignitaries and then addressed the gathering . He mentioned the various initiatives taken by APEDAin the past like introduction of TraceNet for organics, AnarNet , GrapeNet traceability softwares . He cited the importance of the new mobile App Farmer Connect which is a giant leap in connecting the farmers through mobile network for registration procedure at his comfort from any location. He also mentioned that through this App not only the process of farmer and farm registration will be convenience but laboratory testing of product samples will also be easier. The three dots in the App logo signify the farmers, state government and the laboratory which is the essence of this Farmer Connect App. He also mentioned that this app is being launched in Hindi and Marathi apart from English so that it becomes user friendly.


Shri Sumanta Chaudhary, MD, SFAC appreciated the new mobile app and highlighted the areas of mutual cooperation between SFAC and APEDA through networking of clusters of FPOs and APEDA clusters .


Commerce Secretary , Government of India, Smt Rita Teaotia launched the app. The occasion was followed by display of a film depicting all the facets of the utility of the new app.


Addressing the gathering, the Commerce Secretary expressed her happiness at meeting the APEDA family. She mentioned that Indian agriculture exports are worth 34 bn USD in the total merchandize exports of 435 bn USD. The level of agricultural exports is low considering that we have enormous population and most of what is produced is consumed domestically. Though we have only 2.2% share ,yet we are amongst the top 10 players in global agricultural trade. The efforts made by APEDA in promoting exports especially the use of traceability softwares has benefitted Indian agricultural trade and ensuring that importing countries get the product of quality and standards that they desire. It is true that there could always be stray cases of failure of samples which could have repercussions on the farmers . It is important for us to make best use of technology so that any problems areas are tracked and solutions found . The use of mobile app technology and traceability systems is a great tool in identifying the farmers and laboratories from where the produce was sourced and tested . She advised that APEDA make all out efforts in enrolling larger number of farmers and exporters through the new technology tool . Commerce Secretary mentioned that there is need to move towards adoption of similar standards for domestic market and export market since the Indian consumer is also expecting and entitled to the best quality product. She suggested that the Mobile App be also be made available on IOS system apart from Android and that the app and other traceability systems should be made in vernacular languages for better understanding by users.

Shri Ram Vilas Paswan launches “Electronic Negotiable Warehouse Receipt (e-NWR) System”

Shri Ram Vilas Paswan, Union Minister of Consumer Affairs, Food and Public Distribution today launched the Web Portal of Warehousing Development and Regulatory Authority (WDRA) & “Electronic Negotiable Warehouse Receipt (e-NWR) System” in New Delhi, today. Addressing the gathering on the occasion Shri Paswan lauded the initiatives taken by the WDRA in simplifying the Warehouse Registration Rules, digitizing the entire process of registration, monitoring and surveillance as well as creation and management of Negotiable Warehouse Receipts (NWRs) in electronic form through two repositories.

Shri Paswan informed that the e-NWRs would have no chances of any tempering, mutilation, fudging, loss or damage and with no possibility of any multiple financing. Hence, these NWRs will not only facilitate an easy pledge financing by banks and other financial institutions but also smooth trading on various trading centres like commodity exchanges, electronic National Agriculture Markets (e-NAM) and other electronic platforms. He felt that these e-NWRs will save expenditure in logistics as the stocks could be traded through multiple buyers without physical movement and can be even split for partial transfer or withdrawal.

Shri Paswan expressed that these initiatives would revolutionise the marketing of agricultural commodities and help farmers realize better price for their produce which will be a step towards doubling the farmers’ income by 2022 as well as Digital India mission as envisaged by the Hon’ble Prime Minister.

Shri C R Chaudhary, Minister of State for Consumer Affairs, Food and Public Distribution and Ms. Preeti Sudan, Secretary, Department of Food and Public Distribution also attended the function as Guest of Honour and addressed the gathering.

Shri G.C. Chaturvedi, Chairman, WDRA presented an overview of various steps taken by the WDRA under its Transformation Plan to fully digitize its functioning. He indicated that the whole purpose of simplifying the processes and moving towards online system would enhance WDRA’s regulatory functions and bring greater fiduciary trust among banks, depositors and the trade on the e-NWR system.

Coinciding with the ongoing Swachhta Pakhwada, Shri Paswan also administered the Swachhta pledge to the gathering and requested everyone for their wholehearted participation in keeping their surrounding clean and realizes the dream of a Swachh Bharat.

Department of Food & Public Distribution organises a Nukkad Natak under the “Swacchta Hi Seva” campaign to sensitize all about their responsibilities to keep the country clean

The Department of Food & Public Distribution today organized a “Nukkad Natak” (street play) in Krishi Bhawan, New Delhi, to sensitize employees and public about their responsibilities to keep the country clean under the “Swacchta Hi Seva” campaign. Speaking on the occasion Shri Ram Vilas Paswan, Union Minister of Consumer Affairs, Food & Public Distribution said that under the leadership of the Prime Minister, Shri Narendra Modi, cleanliness has now become a people’s movement. Shri Paswan emphasized that everyone should make cleanliness a habit. Ms Preeti Sudan, the Secretary, Department of Food & Public Distribution and other senior officials from the Ministry were present on the occasion.

The Ministry of Consumer Affairs, Food & Public Distribution is organising various activities for the “Swacchta Hi Seva” campaign during 15th September to 2nd October 2017. The cleanliness drive is being carried out at headquarters of Ministry in “Krishi Bhawan”, various organisations under the Ministry of Consumer Affairs, Food & Public Distribution in various part of the country. The “Swacchta Hi Seva” campaign is also being organised at many public places by the Ministry’s officials to create awareness in public.

India, one of the world’s largest producers of food, is also the largest producer of milk and the second largest producer of fruits and vegetables. This huge raw material base, paired with 1.3 billion population, presents vast investment and partnership opportunities for the U.S., Ms. Badal said.

“However, India is currently only processing 10% of its food, resulting in enormous food waste,” said Mr. Badal, Minister of Food Processing Industries, at an industry round table organised by U.S.—India Strategic Partnership Forum (USISPF).

Ms. Badal is currently on a week-long visit to the U.S. to interact with the agriculture industry and food processing companies in Chicago, Washington and New York.

India aims to partner with U.S. industry by borrowing best practices, technology and innovation, in exchange for providing U.S. companies with untapped investment opportunities in India.

At WEF summit in New Delhi, he calls for suitable policies that stimulate growth
Chief Minister N. Chandrababu Naidu has stressed the need for concerted efforts to accelerate growth in the agriculture and food processing sectors in the country. Encouraging Public Private Partnerships (PPP) is the need of the hour to make the sectors commercially viable, he has said.

He was addressing an interactive panel session on ‘Nourishing the Food System’ at the World Economic Forum’s India Economic Summit-2017, organised in New Delhi on Thursday.

Mr. Naidu said both the State and Central governments would have to join hands to encourage PPPs in agriculture and food processing.

The governments would have to formulate and implement suitable policies that stimulate growth in these sectors. Also, the governments would have to invest huge money. All the stakeholders would have to join hands to give the much-needed impetus to the food processing sector, he said.

Stating that standalone units cannot survive, he said there was a need for medium and mega food parks to make it more economical and commercially viable.

Aquaculture

Food habits of the people were also changing. People were switching over to fruits, livestock, and milk products from rice. As a result, aquaculture gained importance and had vast potential and growth prospects.

“Aquaculture has grown at the rate of 42% in Andhra Pradesh. The State can become an aquaculture hub, given its long coastline of 974 km,” he explained.

“I want to implement all the technologies available in the world for strengthening forward and backward linkages in the agriculture market. The State government and the Bill and Melinda Gates Foundation would organise a global event on technologies in agriculture in November in which Bill Gates will also participate,” he added.

World Food India 2017 Expo to be held in New Delhi from 3rd-5th November 2017




Union Minister of Food Processing Industries, Smt. Harsimrat Kaur Badal chaired the Curtain Raiser Press Conference held here today for the World Food India 2017 expo, a vibrant three-day business platform scheduled from 3rd-5th November, 2017 in New Delhi. As India gets ready to host its biggest food event aiming to transform the food economy and double farmers’ income, Smt. Badal gave a glimpse of the grandeur and the immensity of the event to industry leaders, heads of foreign missions and media in an interactive session. Minister of State for Food Processing Industries, Sadhvi Niranjan Jyoti also graced the occasion with her presence.


Outlining her vision for World Food India 2017, Smt. Harsimrat Kaur Badal said, India is the second largest producer of food, leader in milk, fruits & vegetables, cereals and marine. It has a huge potential with 127 agro climatic zones and proximity to food importing nations. With a 1.3 billion population, and a retail sector that is set to treble by 2020, it offers a large demand driven market.” She affirmed that the Government of India is creating the right infrastructure - with schemes like Pradhan Mantri Kisan Sampada Yojana, an enabling environment and an innovation culture to foster strategic partnerships in the food processing industry to create an advantage to all the stakeholders. World Food India 2017 provides that platform for global partnerships to achieve the said goal.


Thanking Prime Minister of India, Shri Narendra Modi for his vision and leadership, Smt Badal said the government is making all efforts to ensure food safety and security across the country. The Minister added that the event which will showcase the best infrastructure and technology from various countries will also help find effective solution to the challenges facing the food industry in India, ranging from food wastage to wastage of crops due to extreme climatic conditions. This, Smt Badal added will help in minimizing the challenges faced by the farmers of the country due to the environment factors and lack of direct contact with the market.


Smt. Badal also said that the potential of India in the food processing industry will be realized during this event. With World Food India 2017, the Minister said, India is poised to attract an investment target of roughly US$ 10 billion in food processing sector, which will generate 1 million jobs in the next 3 years. She added that the World Food India platform will reinvigorate Indias position as a Global Food Factoryand a Global Sourcing Hub’.


Sadhvi Niranjan Jyoti, elaborating on the efforts taken to organize this grand event, expressed confidence in India’s food sector and the opportunity that it presents to the world. She added that this event would give recognition to India in the Food Processing sector globally and would reduce food wastage, increase food security and aid in generating employment as it would attract youth towards the sector.


Shri JP Meena Secretary, Ministry of Food Processing Industries said this event will be one of the 1st International Mega Events to attract investment & trading in the Food Processing Sector in India. The event will showcase an exhibition and include special sessions, conferences and networking opportunities for the participants. More than 800 global & domestic exhibitors will be a part of the exhibition that will have a separate organic pavilion apart from special sections on cold chain, sectors. Another highlight is the section for Women Entrepreneurs in the food processing industry.


In a nutshell, the World Food India 2017 gears up to host over 2,000 participants, over 200 companies from 30 countries, 18 ministerial and business delegations, nearly 50 global CEOs along with CEOs of all leading domestic food processing companies, and representatives of 28 States in India, Shri Meena added.


Germany, Japan and Denmark are Partner Countries to World Food India whereas Italy & Netherlands are Focus Countries. They were represented by H.E Mr Kenji Hiramatsu, Ambassador of Japan to India; H.E Mr Peter Taksøe-Jensen, Ambassador of Denmark to India; H.E Mr Alphonsus Stoelinga, Ambassador of Netherlands to India; H.E. Lorenzo Angeloni, Ambassador of Italy to India who expressed keenness to deepen their investment commitment to India, to enable mutual exchange of best practices, technology and to be a part of the revolution in the food processing industry which will take place in India.


CEOs and senior executives of leading Indian and global food chains including ITC, Walmart, Nestle, Kelloggs and Metro Cash & Carry India etc. present at the Curtain Raiser reinforced their commitment to wholeheartedly participate at the event and making it a success. It was unanimously observed that with one-sixth of World’s population and a vast pool of resources, India shoulders the responsibility to become the Global Food Value Chain Hub and the private industry players have an important part to play in this endeavor.


Referring to the softer aspects of food, Smt. Badal remarked, With World Food India, we are inviting the World to come and refresh their experiences of Indian food, spices, ingredients and cuisines.” Curated by Chef Sanjeev Kapoor, the ‘Food Street’ is set to be World food India’s most attractive highlight. A brainchild of Smt. Badal, Food Street is an experiential platform that will bring together culinary practices, flavours, fragrances from the world's cuisines, and celebrate India's rich cultural heritage and diverse uniqueness of its produce to create contemporary renditions and fusion food. Addressing the event, Chef Sanjeev Kapoor, the brand ambassador and curator of Food Street said the secrets of the rich traditional Indian cuisines will be showcased during the event. This event will project India as the land of ‘Chhat-ras’ or the six flavours found in our cultural heritage, he added.


The Curtain raiser session coincided with the celebration of World Food Day, wherein Smt. Badal pledged to wage a war against food wastage with #NoWasteOnMyPlate campaign. The campaign lends itself to the strategic intervention that World Food India 2017 will provide in achieving two most critical goals of the Government - doubling farmers’ income by 2022 and reducing post-harvest losses by bringing together global and Indian leaders to collaborate and co-develop solutions across India’s food value chain.

Shri Ashwini Kumar Choubey releases FSSAI report on Food Fortification

Shri Ashwini Kumar Choubey, Minister of State for Health and Family Welfare released a comprehensive report on “Large Scale Food Fortification in India – The Journey So Far and Road Ahead” at the national ‘Conclave on Nutrition Security: Partnership & Convergence’ organized by the Food Safety and Standards Authority of India (FSSAI) on the occasion of World Food Day, here today. Shri Choubey also launched the food fortification website at the function. Smt. Preeti Sudan, Secretary, MoFPD and Secretary, MoHFW (Designate) and Smt. Vijaya Srivastava, Special Secretary and FA (MoHFW), were also present at the function.

Delivering the keynote address, Shri Choubey stated that it is not enough that the food is available but the food should be nutritious as well. He emphasized on the need to raise awareness about nutrition rich food and cautioned people against food adulteration.

At the function, the Food Safety and Standards Authority of India introduced its new initiative ‘Indian Food Recovery Alliance (IFRA)’ – A coalition of food recovery partners in country to fight the issue of hunger and also prevent food loss and food wastage in India.

The food recovery partners showcased their existing models of food recovery and showcased an integrated web-based platform that is being developed. This web based platform, released on a pilot level, allows interested donors, individuals and volunteers to register themselves to be a part of this initiative. The donors will be able to track all the data, information and the status of the food they donate through their personal logins. This platform will also provide guidance to citizens, food businesses and various food recovery agencies on prevention of food loss and food waste, and safe recovery of surplus food.

During the conclave, FSSAI also discussed & reviewed the progress on food fortification so far, shared the experiences and key leanings and convened various stakeholders to discuss the way forward. Directives have been issued from the key Central Ministries and dynamic State government like Karnataka, Madhya Pradesh and UT Chandigarh have set up cross ministerial working groups. Development partners have pledged support with resources.

Through creating a network of networks from entities across sectors in India and leveraging the power of technology, FSSAI’s aim is to create an ease of communication among all the stakeholders so that everybody can take a step closer towards reducing food wastage in a uniform direction. With respect to fortification, the next phase involves wide consumer outreach to build awareness and sensitise people to the need for fortification.

Also present at the function were Shri Ashish Bahuguna, Chairperson, FSSAI, Shri Pawan Agarwal, CEO, FSSAI, along with other senior officers of the Ministry and representatives of development partners and civil society organizations.
