Repairing damage caused to CPEC

Prime Minister Imran Khan was in Beijing last week. He was accompanied by key ministers, the Army Chief and the head of the ISI, suggesting the visit was not ordinary. This was not the first visit by PM Imran to China. In fact this was his third tour to Beijing this year alone. But the significance of the latest trip was that it happened against the backdrop of certain key developments. First, since the Pakistan Tehreek-e-Insaf (PTI) government took charge in August last year, there was little or no progress on projects under the China-Pakistan Economic Corridor (CPEC). All the projects, which have either been completed or were in the implementation phase, were initiated during the Pakistan Muslim League-Nawaz (PML-N) government. Not a single CPEC project has been initiated under the PTI yet.

When PM Imran took charge, initially his government deliberately slowed down CPEC as it suspected corruption in projects signed by the PML-N government. That approach caused a lot of concerns back in China. What added to the confusion were statements made by some senior PTI ministers questioning CPEC. The other concern expressed by the PTI government was that many CPEC projects were not mutually beneficial for the country. Hence, it wanted to strike a better bargain in future ventures in efforts to ensure that Pakistan’s economic and business interests are protected. At the same time there was a sense amongst policymakers that Pakistan must maintain a balance in its ties with China and the West, particularly the United States.

When US President Donald Trump started warming up to Pakistan after years of troubled relations, Islamabad thought it was a good opportunity to readjust its foreign policy. During PM Imran’s maiden visit to the White House in July, the Belt and Road Initiative (BRI) was one of the talking points which of course did not get much media traction. The US has been closely following the BRI and CPEC. The Trump administration minced no words in expressing its opposition to CPEC. The US says it does not object to infrastructural investment by China but questions whether such projects meet international standards. Washington argues that such investments should be transparent, sustainable and should produce benefits for the country.

Although the US would not say it explicitly, the real reason for its opposition stems from the fear that China is trying to impose a new economic world order through the BRI. Since discussions between Pakistan and the US sides in the White House and Pentagon took place behind closed doors, no outsiders knew what exactly might have transpired over CPEC. But officials who have the knowledge of the subject say Pakistan attempted to address Washington’s concerns and even invited the US to join CPEC. Pakistan was hoping that improved ties with the US would enhance its options and increase leverage with China for negotiating future CPEC projects.

However, after the initial bonhomie, Pakistan soon realised that the Trump administration is not interested in offering anything substantial that may give Pakistan an incentive to go slow on CPEC. Also brewing tensions with India after its unilateral and illegal annexation of the disputed Jammu and Kashmir region have necessitated close cooperation between Pakistan and China. All these factors pushed Pakistan to seek greater cooperation with China. The joint statement issued after PM Imran’s visit noted that the Pakistan side underscored that CPEC was a transformational project. The government also recently established the CPEC Authority to oversee the “expeditious implementation” of CPEC projects. This means the PTI government is now making serious efforts to repair the damage caused to CPEC during its first 14 months in office.

Why can't people understand that Phase-1 of CPEC was to overcome energy shortage and building infrastructure for which China invested heavily.

Phase-2 is about bringing FDI which requires other actors beside China. Who will invest in a country which is on the verge of defaulting and also in FATF Grey list? This is where policies come in. We have to convince investors that there are policies to protect their investments. We have to convince them that we will not be blacklisted by FATF. This is where Orgs. like IMF & WB comes in. They have stamps of approval which others follow.

This is why there is a slowdown in CPEC. Its transitioning from one phase to another and it will take. It will pick up speed once again once the wheel starts to roll.

Did you know the amount PML-N spent on Lahore Metro was far more than the entire amount spent on education throughout all of Pakistan?

NS Government approach towards CPEC policy making was short sighted and not very well thought.

He was more eager to complete Orange train and was not bit interested in much important project of ML-1. He even didn't allow the formation CPEC Authority Command just because he was not 'satisfied' with its administrative structure. IK Government has established this authority and under it the administrative and financial apparatus of CPEC is likely to work more robustly and much efficiently.

NS on the other hand almost created balance of payment crisis when he didn't focus to overcome the import - export trade deficit with China; reaching a whooping figure of $9.8 Billion annually. IK has taken measures to reduce the deficit by increasing Pakistan exports to China from $2 Billion to $6 Billion with in time frame of three years. To supplement that, IK has signed second free trade agreement with China recently. (first one was signed by Musharraf) This move will neutralize the threat of 'debt trap' which was widely discussed few years ago as Pakistan was indeed heading towards it under the 'leadership' of NS.

Other current Government major decisions include, granting Gwadar as Tax Free Zone and its port as Transit port (only 3rd port in region besides Singapore and Dubai) which will further accelerate the development of Port and relevant CPEC based infrastructure.

Plz avoid relying on propaganda and semi cooked news. Things are moving ahead in much better way now... results however might take some time to emerge. 8-)

How many billions of dollars worth of CPEC projects have been completed since PM Khan took office? Everything is on hold (or being reviewed as Chinese like to call it) while PTI Government is making claims, we're setting this up first, then doing that before the second phase can be started but it's not going anywhere. That's because it was part of Phase I. Much more could have been achieved but many political decisions were made which hampered the max utility of first phase to some extent.

Everything is on hold (or being reviewed as Chinese like to call it) while PTI Government is making claims, we're setting this up first, then doing that before the second phase can be started but it's not going anywhere. Get it in your head.
I have just mentioned what initiatives IK government is taking to proceed CPEC forward in a way much efficient NS could ever think of.
Yes, a brief pause was made but it natural since CPEC project was about to enter in Phase 2. Moreover, as I mentioned before, certain crucial fixations were necessary to move to next phase which IK government just did.

Not really.

He rationalised the projects under CPEC. Noon league had signed up for projects which added no value to the national economy. They simply wanted show piece projects to get votes.

Brother, the CPEC project, initially a $45 billion project is due to be completed by 2030. When it was expanded to $61 billion, nearly half of it ($28 billion) was completed in just 4 years, record time. And, here you're complaining, maybe it could've been done faster.

The project is Chinese owned, Chinese financed, Chinese run, Chinese managed, Chinese controlled in its entirety and you're saying, somehow the progress was slowed by the previois Government. Where on Earth do you guys gwt these ideas from?

China is not complaining so why are you and the Shaikh Chilli PTI party?
