Actually in Islam for any crime the punishment needs to be handed down by the huqumat ul waqt and the case has to be brought forward to a Qazi and the accused is given a chance to defend himself. No individual can take the law in his own hand and no punishment can be handed down without the accuser providing proof and the accused having a chance to defend himself.
