ISLAMABAD: The Kohsar Police have registered a case against Mumtaz Qadri, the assassin of Punjab governor Salmaan Taseer.
According to FIR No 6/2011, registered under Section 302/109 PPC and 7 ATA, Salmaan Taseer was coming out of a restaurant in Kohsar Market, Islamabad, at 4:15pm on January 4, 2010 when his official security guard Malik Muhammad Mumtaz Qadri from the Elite Force sprayed an array of bullets with his official weapon, resulting in critical injuries to Taseer.
It said he was rushed to the Polyclinic Hospital, Islamabad, by police staff and employees where doctors pronounced him dead. The reason for the killing was that he had a particular point of view on important national issues due to which various religious and political factions had been seriously propagating against him and he was also receiving murder threats, the FIR said.
It further said, Taseer had been assassinated with the assistance and conspiracies of religious and political factions. Malik Mumtaz Qadri was declared unfit for VVIP security duties in 2005 after the suicide attack on the then President General Pervez Musharraf, official sources engaged in investigation of the case said.
In 2005, the then SSP (Special Branch) Rawalpindi, Nasir Khan Durrani, currently Additional IGP (Special Branch), Punjab, declared the suspect not fit for VVIP duties, the sources said, and added that the officer wrote this note on the personal file of accused Mumtaz Qadri but the authorities ignored the warning of the police professional and included him in VVIP security squad after giving him commando training.
The investigation teams would soon break the network involved in the assassination of Salmaan Taseer, police officials engaged in the investigation of the case claimed. Certainly, some group of religious extremists is active behind the assassination that provoked him to take the extreme step of killing the Punjab governor, they averred.
Meanwhile, Judicial Magistrate Malik Naeem Shaukat on Wednesday gave Malik Mumtaz Qadri, the killer of Punjab Governor Salmaan Taseer, in police custody on one-day physical remand. Qadri was to be presented before the Anti-Terrorist Court, Rawalpindi, but due to a holiday, the police presented the accused in the court of duty magistrate.
The Capital Police brought Qadri to the Judicial Magistrate court in tight security. A heavy contingent of police and other law enforcement agencies cordoned off the whole area on the occasion. Police covered the face of Qadri when he was brought to the court. But a lawyer pulled the mask from Qadris face. The accused raised slogans of Allah-ho-Akbar on the occasion.
On the other hand, a large number of lawyers gathered at the Islamabad District Court and welcomed the killer with full zeal and fervour and showered flowers on Qadri.
The Punjab government has constituted a three-member team, headed by Additional IGP (Special Branch), Punjab, Nasir Khan Durrani, to establish how and in which circumstances the incident occurred. Additional IG Mushtaq Sukhaira and DIG Shuaib Dastagir would be members of the team, sources said, adding that the team would also establish how the dubious cop was included in the security squad of Salmaan Taseer.
A Joint Investigation Team (JIT), headed by DIG Bin Yamin, and another team led by DSP (CIA) Bashir Noor is already busy in investigation of the case.
The incident of the governors assassination draws attention towards the system fault and requires the review of existing arrangements for the security of VVIPs, security experts said, adding that security is taken as a fatigue duty and deployment is left at the mercy and whims of the prime minister, president and visiting heads of states.
They said that the Sifarish culture had penetrated the police organisation. Even, the junior most cops pressurise the senior command to get choice postings with favourite VVIPs or VIPs. Security experts said: Protocol is demanded by the VVIPs for pomp and show, not for actual security needs.
The faulty system of police deployment and human resources management succeeded in letting the files gather dust, and finally the Moharrar prevailed upon the system to deploy a highly dubious person (Mumtaz Qadri) with the Punjab governor.
Sources in Rawalpindi police said that Qadri used to wear a green turban before changing to police uniform and was known for having strong religious tendency towards a particular sect.
Security experts said that police organisations should depute professionally competent officers for security assignments and also improve its vigilance system to check the activities of these vital cops.
The professional police officers dealing with VVIP security are of the view that Special Branches have also failed to perform their duties of regulating and vetting the cops deputed for sensitive security duties.
A police officer, well versed in the security policing, told The News that the Blue Book has become partially redundant after the 9/11 security scenario. Even, the chief justice of Pakistan is getting security which is not mentioned in the Blue Book.
INP adds: Security authorities have detained 15 people, including four Elite Force personnel, and three more relatives of Mumtaz Qadri.
Four Elite Force personnel belonging to the Punjab Police who performed the governors security duty in the morning shift on the day of shooting have also been arrested while three Elite Force personnel present during the incident were already in the security forces custody.
Security agencies also detained three relatives of the assassin Mumtaz Qadri, stated to be in close contact with him.
According to sources, a greengrocer of Kohsar Market and eight waiters of Table Talk Restaurant, where the governor had coffee after which he was gunned down, have also been arrested.
Online adds: The investigation team has confiscated the personal belongings and phone record of Mumtaz Qadri. Police and investigation team raided Mumtaz Qadris house and seized his personal belongings, including religious literature. Police have also acquired his phone records. The bullet shells have been dispatched to laboratory for forensic test.
NNI adds: Mumtaz Qadri has disclosed during the investigation that he had informed his fellow guards about planning to assassinate Salmaan Taseer. According to a private television channel, he also told the investigating officials that he had been ruled out of the Special Branch due to security risk.
Informing his fellow security guards about the plot, Mumtaz Qadri had requested that they should not open fire at him after he killed Salmaan Taseer as he had pledged that he would lay down arms after the assassination. He had said that he wanted to be arrested alive.
