Yes relevant, because rafael acquisition and Sukhoi 30 mki will be grounded after 2030-2040. Same for J-10, J-12 and J-16 bombers. After 2022, Pakistan would start to induct J-31/J-20 and induction would be completed in 2030. India would start inducting 100-200 Sukhoi PAK FA in 2019 and completion would be in 2022 to 2025.

Note: it is my own personal opinion according to current scenario!

There would be a lot of countries in 2040 having mig-21 or similar 2G-3G finghters in their inventory :p ............ 4 and 4.5 generation will end from the world quite later ............ While most developed countries will get rid of 4G fighters in 2030 unless heavily upgraded!

True. except USA all other big airforces are still inducting 4/4.5 gen aircrafts so yes they may serve in those forces well beyond 2040.

.
You cannot compare US with the rest of the world
Even then, USAF will phase out its fleet of F-15 and F-16 by 2035 and USN plans to retire its F/A 18 Super Hornets by 2040
The french wont even induct a 5th gen fighter and will keep the 4++ Gen Rafale till 2045 , replacing it with a 5.5 gen fighter
RAF, Luftwaffe, Italian and Spanish Air forces will keep their Typhoons till 2040 atleast
while their F35 sqds could remain in service till 2055

We need to understand that Many countries in the world still operate 3/3.5 Gen fighters
These aircrafts entered service in 1958-70 period and will continue to be in service in 2030
infact Indian Airforce plan to phase out its Mig27 by 2018, Mig 21Bisons by 2022 and Jaguars by 2030
infact the Jaguars will retire around the same time as 4th gen Mig29 Mirage 2000 in Indian service

Currently The Su30 MKI is the frontline fighter for the IAF
and will continue to do so till 2025
by which time we would have Rafale in Large enough numbers and IAF would have evolved a doctrine around RAFALE for them to take up the mantle of frontline fighter from MKI
By 2025, PAKFA will take up the role of Air dominance, MKI will be relegated to air superiority over home space , currently being performed by MIG29

well the question might be ask what should be relevance of 4 gen to 4.5 gen in next decade

I think their might be stand equal to fifth generation, cause, If IRST(Infrared search and track) or DAS(Directive aperture system) like system will be their, it would possible to make that more powerful with more range, so 4 and 4.5 generation fighter with the help of such Instrument can find fighter jets, and hence stealthy would not help them, except they find infrared stealth with high capacity. except that for net centric system, greater communication, and capacity to make present weapons and system incapable, is required to taken in to consideration. and hence new fighter makes all radar guided missiles, and radar jammer, RWR useless, if i am not mistaking.

Well most of comment pertained to the operational life of the aircrafts until the specified period
I wanted to know that will these 4 & 4.5 gen would remain combat effective considering the rapid advancement in sam's , anti aircraft , electronic defence systems and what not.

Well the impression I got is that both iaf and paf would be operating 4 and 4.5 gens in peak nos by 2025 ( if paf would have any true 4.5 gens :p )

Inducting 4th generation figthers right now is insane as F-35, J31 and Sukhoi Pak FA is just about come. Pakistan has cancelled to induct Gripen 39, J-10B or any chinese 4.5 Generation fighters as they have option of J-31 in few years. In presence of SU 30 MKI and Sukhoi PAK FA just about to release, I am amazed on the decision of buying Rafael now, except good kick backs !

The 4.5 gen fighters will be realevant for yearstome, because 5th generation fighters havent matured enough and waer a price tag not many nations can afford.

This means for at least next 10 to 15 years, barring USAF, no other air focre will deploy stealth fighters in hundreds.

Rather majority Airforces will operate fifth gen fighters in small quantities, supplemented by lage numbers of 4.5th and 4+ genearion fighters.

Some airfores may deploy 4+++ gen fighters too along or instead of fifth generation fightres.

4.75th genarion versions like F-15 Silent Eagle may come in markets in coming years whcih may get inducted by some airfocres.

They will still make the bulk of forces in the sub continent for the foreseeable future. Their capabilities won't erode like some people expect with time.

They will continue to have relevance but only those that are highly capable and can be used in different roles. They either need to play the cost-effective solution to 5th gen fighters, that are simply too costly to operate in high numbers and with high flying hours and must support drones with heavy or 2nd day strike and recon roles. So while a Rafale will continue to have importance, an LCA will find it hard to remain useful, because in A2A it is not capable enough to be hi end, while in basic CAS and recon Rustom H with the same Helina or Sudarshan weapons, at lower cost and longer endurance will be far more useful.
Any country that can't afford to maintain a fully fledged 5th gen fleet of fighters and drones (and I don't think even the US or China can), will continue to have non stealth fighters and non stealth drones.
