ISLAMABAD: Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz conceded on Thursday that relations with the US had been under stress for the past three months because of conditions Washington had attached to the funding of F-16s sale.

The confession was made by the adviser while winding up a debate in the Senate on an adjournment motion on the US decision to withdraw proposed subsidy on the sale of F-16 fighter jets to Pakistan.

The adviser said that Pakistan-US relations had come to a standstill in 2011 because of unfortunate incidents of WikiLeaks, Raymond Davis, Abbottabad operation, Datta Khel and Salala. Since 2013, he said Pakistan’s relations with the US had witnessed an “upward trajectory”.

“In the past three months, however, this upward trajectory in relations has witnessed a downward slide, as reflected in a decision of the US Congress to block partial funding for eight F-16 aircraft,” he said.

Mr Aziz said that the US action might have been caused by concerns raised by Washington on the nuclear issue which had been categorically rejected by Pakistan.

Haqqani network still top US concern
“We have also rejected frequent demands, especially by the US Congress, for the release of Dr Shakil Afridi. The US officials, Congress, think-tanks and media, in tandem with our adversaries, have also been blaming Pakistan for supporting the Haqqani network without giving any concrete evidence to enable us to take additional action against it or other terrorist organisations,” he added.

However, Mr Aziz said, the Haqqani Network issue remained the top US concern at the moment. The Indian lobby in the US, he said, had also been highly pro-active in adding fuel to the fire, especially after the Pathankot incident.

The adviser, however, assured the Senate that in view of the importance of the issue, Pakistan had been making all-out efforts to finalise the F-16 deal with the US administration. Mr Aziz said that the spring offensive launched by Afghan Taliban with the latest terrorist attack in Kabul had further aggravated the already bleak security situation in Afghanistan.

He said that Pakistan had been impressing upon the US and Afghan sides that the reconciliation process needed to be given a fair chance and more time and irreconcilable elements could be targeted after efforts for negotiations had failed.

“We hope to discuss these issues in detail during an upcoming meeting of the Quadrilateral Coordination Group in Islamabad on May 18 and 19.”

After the adviser’s speech, Senate Chairman Raza Rabbani who had made a strong observation against the US on Wednesday declaring it a “callous state”, referred the issue of the sale of F-16s jet fighters to the house committees on defence and foreign affairs with a directive to hold joint meetings and submit a report to the house over the progress on the issue in every session.

Mr Rabbani told members that on the request of the foreign ministry he had sent a letter to his US counterpart in March inviting him to visit Pakistan, but said that now he would revisit his decision to invite the US Senate chairman and only pursue the invitation in the light of the committees’ report on the matter.

Earlier, taking part in the debate in the opposition-less house, a number of senators criticised the government’s foreign policy with a particular reference to its relations with the US.

The opposition members have been boycotting proceedings of the Senate since Monday against the absence of the prime minister from the house.

The senators termed the US a friend which could not be trusted anymore.

They also criticised the US for expanding its relations with India, ignoring the fact that Pakistan had been its frontline partner in the war on terror.

They were of the view that the US had no care for sacrifices Pakistan had rendered and losses it had suffered in the war on terror.

Senator Mohsin Leghari termed the US decision to block F-16s sale to Pakistan a success of the Indian lobby and a failure of Pakistan’s diplomats.

“It seems that the Foreign Office is not even fully functional. We do not have any foreign minister,” he said.

Usman Kakar of the Pakhtunkhwa Milli Awami Party regretted that there had been no role of parliament in formulating the country’s foreign policy.

MAY 12 ANNIVERSARY: Speaking on “matters of public importance”, senators recalled the May 12, 2007, incident in which over 40 people were killed in Karachi due to firing by assailants when the then deposed chief justice of Pakistan visited the city during a movement for his restoration.

On the ninth anniversary of the incident, the speakers paid tribute to those killed in Karachi and called for registration of an FIR against former military ruler Gen Pervez Musharraf for the killing.

This is good. Time to get to a conclusion.

. .
Indians are happy and making thread after thread on Pak-US current relations.
But what they don't know is Pakistanis even more happy about this.

These Indians are living in a delusional world. Most Pakistanis frankly want an end to the bogus relation between Pakistan and the US.

The Americans need to stop building their mega embassy in Pakistan. This relationship is about to end.

.
there must be an angle behind this. I wouldn't be surprised if we are withholding the F-16s til Pakistan frees Shakil Afridi.

.
IMHO the US side is after something huge in mind vis-a-vis Pak. Hence, they want to put all chips on the table. I believe both sides will go for a tough and comprehensive negotiation. I hope both of them come out reasonably happy considering the surpluses they make...

Pak has no alternative as far as the US interest in the region is concerned. If they had, forget about the mega embassy, they wouldn't have built a hut. I think the US side has a lot of action items to be fulfilled by the Pak side. Let's see how good the Paks are in business deals..

. .
I think this is a very good time for soul searching by Pakistanis as a nation. We need to also ask ourselves whether US is a real friend or an enemy in a friend's hide. I think it is in US interest to keep our nation under her influence and also keep it as backward as they can without ever making this intention obvious. US has no real interests in Pakistan that match with Pakistani interests. If there are any real interests, they are to contain our nuclear weapons while stemming rise of a 'Muslim nation' as seen by their think tanks, policy makers and neocon and jewish-hardliners. If we do not understand it, we are always going to suffer as a nation. Their biased and religiously poisoned policy makers and think tanks do not have much regard for understanding Muslims as equal humans and they are unable to grow out of their crusader hatred mentality that prevailed Europe for centuries. Though the reports of their think tanks continue to belie their nefarious intentions towards muslim countries, the US defence department officials are not stupid to let their systematic hatred and biases become obvious to our countries when they meet our officials. Most Muslim countries and their populations have no designs on US at all in their wildest imaginations but unfortunately we just cannot go to the extreme limit of changing our religion to please these people filled with systematic hatred. But it seems that many of these people do not have the capacity to acknowledge us as equal humanity as long as we remain Muslims however peace loving or cooperative our people or governments become in controlling terrorism or other expressions of hatred towards western countries.

Let us put a few facts together. How much aid US is giving us as a nation? What are our military hardware requirements that are fulfilled by sourcing military equipment from US defence companies?

US gave us 648 million US dollars in aid in 2015 as US govt source says here. http://beta.foreignassistance.gov/explore/country/Pakistan

I would like to ask this question to intelligent Pakistanis whether 648 million dollars are really that important for a country the size of Pakistan that we continue to undermine our sovereignty and take decisions under US influence that hurt our country forever. When US interferes in our internal matters and many decisions that our nation takes under foreign influence have very far reaching implications though they seem benign and harmless to many ordinary Pakistanis who are not aware of mentality of US defence department at work in our nations. If any aid comes to this country, it is decided by US embassy who to give this aid and how to distribute it among Pakistanis and the aid almost always goes to US cronies who start influencing the decision making of Pakistani government so as to damage the interests of Pakistan as dictated by US agencies. In a poor country, through their aid, they maintain a class of influential and rich cronies who continue to damage the interests of Pakistan upon foreign orders.

If we are sincere as Pakistanis to put our heads together to find out ways to make our nation one of the fastest growing nations of Asia, we can achieve this goal through comprehensive planning in just five years. And we do not need any special foreign assistance for this purpose and we could do this with just indigenous resources and intelligence.

.
Time to get harsh with these Afghanis and teach them a lesson they never forget .

.
Again in reference to my previous post. There is no point in making US our enemy and that was not my intention when I wrote my previous post. Our government should honestly keep cooperating in matters relating to containing terrorism and try to fulfill other genuine demands of United States making sure that our country never becomes part of any terrorist or violent activity that hurts innocent US citizens. But we should politely say no to their aid and politely ask them to limit the size of their embassy to visa related matters and other genuine matters like maintaining cooperation on terrorism related issues and genuine bilateral issues. We should ask US government to limit the staff to officials responsible for visa, trade, educational or cultural exchange and terrorism/security related matters. But we must not allow any US secret agencies or other defence department related apparatus to operate in Pakistan. We, as Pakistanis, do not want to to be manipulated, spied or exploited by any third country in any wrong way and if we do not make this intent perfectly obvious, other countries will continue to play the same game of deception and undermining our progress. We have to show some resolve to make this clear to US that we will not allow any manipulation by CIA or defence department that hurts Pakistan or her progress.

there must be an angle behind this. I wouldn't be surprised if we are withholding the F-16s til Pakistan frees Shakil Afridi.

Shakeel Afridi will not see the daylight for as long as he lives. He is booked under offence of facilitating the terrorist of TTP in spreading terrorism inside Pakistan. OBL isnt even mentioned in his charge sheet.

But hey, if US wants to sabotage state to state relationship for the sake of one man, be our guest!

So Pakistan knew there was trouble brewing over F-16s deal for three months? I thought they were blindsided, but I guess I was wrong there. Nevertheless, if Pakistan knew what was going on, why didn't they do anything to mitigate it? Pakistan should have hired lobbyists, brought in the COAS, PAF Chief, anybody and everybody to lobby Congress, but they did nothing and let things fester.

I'm sure Pakistan Ambassador Jailani did the best he could, but even he has candidly admitted his resources were meager. Can't expect one man to do the work of an entire nation. Wow. The situation is worse than I thought. It's one thing not knowing what hit you, but when you know that it's coming, and you do nothing about it, it is something else.

.
OK, so US used Pakistan in both it's Afghan endeavours but now the US has a new objective and a new pawn to play the latest game...propping up Indians and using them to counter the Chinese.

It's just a natural progression of how US foreign policy works. For Pakistan, this can be a way out of US influence. US has used withholding weapons and funding to pull strings on Pakistan since day one and now that the weapons/funding stops there's no more strings to pull and no control over Pakistan.

Time for Pakistan to stick with a real Ally in China for the future and watch the drama unfold from the sidelines. Rather then act like a hired mercenary who gets paid to do the big man's dirty work.

There is no surprise in all of this. Pakistan was not blindsided here, since it knows how these Beltway games are played. You win some, you lose some, you go on to the next fight.

.
in terms of Pakistan freeing itself from American influence, I do not believe this present govt or this PM has the balls to make such a decision.
