Does 26/11 proved ISI was involved at an institutional level? Making a straw man argument, one can draw similar observation Due to involvement of Col.Purhoit, it was Military Intelligence involved behind samjhota express to derail peace talks and malign pakistan?

Well may not be at institutional level, but entire world knows how ISI works and its ability to manage the strategic assets (this started from USSR invasion to afghanistan)....

Ok when it comes to India, Indian army and Indian intelligence agencies... It doesnt work work the way your agencies works.... they report to Prime Minister of India and the briefings are done every day...they cannot take decisions on their own.... do you remember what happened when your prime minister wanted ISI to report to him.....and does your prime minister have any control on your army?... these agencies work independently in your country.......So the possibilities of agencies doing some thing like that inside the country next to "0)........ But we had one of 2 cases of such incidents and do you know what happened to those culprits???? They are enjoying the same life of that of bhatkals..... and who proved them guilty???? It is India and its agencies.... It is not like RAW, CIA,Mossad telling pakistan that ISI behind the attacks...
