Yes there is a way. And it's called dictatorship. And a civilian trying to be a dictator is the worst possible thing. If you remember correctly, someone in Pakistan history tried to keep all powers to himself and for that he asked a person from military to help him, the person was General Ayub. What Ayub did to that person in return is well documented in Pakistan's history (not Pak study). Why do you think IK will (or should) follow the same path ?

I personally have reservation of building a city so closely integrated with flow of river
Feel the flow of river water needs to be 100% controlled before such a development should be attempted

If the Risk from flooding is low then no harm to move forward with Development of New City
