In a boost to the Manorama Devi raping case, the Guwahati High Court has allowed Manipur to re-open the probe. It is a move, which could have a direct impact on the future of the Armed Forces Special Powers Act in the state.

Manorama Devi was allegedly raped and murdered by Assam Rifle personnel in 2004. It was a protest against the Indian Army that had shocked the entire nation. 32-year-old Manorama Devi’s brutalised body was found on July 11, 2004.

Picked up by jawans of the Assam Rifles without an arrest warrant, she was allegedly raped and murdered by them. Security forces though had challenged a probe ordered by the state government against the jawans. But after 6 years of legal struggle, the Guwahati High Court has finally allowed the Manipur Government to act on the enquiry report.

Retired Justice C Upendra Singh who headed the one-man enquiry in the Manorama case said, “I gave a finding against the security people and then the security people made an appeal to the High Court. They do whatever they like, they have no regard for the law of the land.”

In 12 instances between 1996 and 2007 Justice Upendra has found security forces guilty of excesses. But no action has ever been taken against those involved. He insists the root cause of these violations is the Armed Forces Special Powers Act, which was imposed in Manipur in 1980

It might still be a long wait for justice for many families in Manipur as incidents of alleged **** and murder by security forces keep happening in regular intervals.

the guilty should face the firing squad nothing less!!!

I am not sure if the firing squad system is there in India.

@Topic

Army is like a society. If there can be bad guys in the society so can be in the Army too.

But what makes a institute like Army repectable is its ability to punish the culprits.

I hope if found guilty the defaulter should be punished.

Not to start a flame war but if the Army was good at punishing culprits, why is the case re-opened after 8 years? Why didn't the people get punished from the start?

for rape and murder, hardest punishment should be given if proven unbiasedly and also guilty.

The problem is that the Assam Rifles are only under the Army for operational purposes. They are under the Home Ministry for all other purposes. Only the officers are from the Army who are on deputation to the Assam Rifles. It is NOT a regiment of the Indian Army.

So there are problems of jurisdiction since administratively all Assam Rifles jawans are under the Home Ministry and not the Ministry of defence.

The AR are NOT IA firstly. However as yet these are pure allegations (which are made in the 10,000s every year with all but 1-2 being found to be utterly false). However if found true I have no doubt the culprits will be dealt with harshly internally, such scum must be treated like the animals they are.

Title not good its not army ut soldiars of such

the problem with our community is if one soldier done something... whole army will be crucified for this..... next days news papers will be like...
IA torturing villlagers..... IA killed innocent civilians.. bla blah.....

am not supporting any one in this issue..... if any onebody found guilty immediatly he should be removed from the service and give a severe punishment.....

Assam rifles is not indian Army unit, it is a paramilitary unit

A) They aren't Indian army.

B) The title should make it clear that it's a rape & murder case. Murder is a bigger crime than rape, and certainly should be mentioned in the title.

Why the hell case closed on the 1st place tht it needs to re-open now?

& in one rape case it takes several years just to re-open wht abt millions of rapes in india every years it will take centuries to punish all the culprits?

& this is the one case, its the job of indian army in Kashmir & other indian parts which is normal there with no punishment no justice.

Please change the name of the thread Assam rifles is not an Indian army it is a paramilitary force.
