I find making fun of English proficiency highly inappropriate. Not everybody goes to elite schools, and this applies to idiots like Raja Riaz and the average person as well.

The only point here is that if they cant speak english properly then why they bother for something in which they are not proficient.
They live in pakistan and these ministers are representing people of pakistan and working for pakistan so why they not speak in urdu so majority of people could understand their perspective

Because the letter handed over to him by bureaucrats is in English.

The civil and military oligarchy suffers from colonial hangups, the military in a more pronounced way. Both oligarchies seek to exercise control and the civilian bureaucracy exercises control by controlling information. By restricting all official documents to English and making sure that directions, complaint forms, etc are only available in English, they keep the masses at bay. For if an average cannot fill out a complaint form or read the pumphs handed over to him, he would never be able to "bug" the bureaucrat.

Maximizing power has been the way. English-speak has been the way forward.

The 1973 Constitution envisaged changing all documents to Urdu within 15 years, but so much for our dream.

Article 251 of The Constitution reads:-

251. National language.
(1) The National language of Pakistan is Urdu, and arrangements shall be made for its being used for official and other purposes within fifteen years from the commencing day.
(2) Subject to clause (1), the English language may be used for official purposes until arrangements are made for its replacement by Urdu.
(3) Without prejudice to the status of the National language, a Provincial Assembly may by law prescribe measures for the leaching, promotion and use of a Provincial language in addition to the National language.

The National Language Authority (مقتدرہ قومی زبان) has been rendered useless.

Our last military junta ruler, Absconer Commando was also unable to utter more than a bunch of sentences in Urdu (except the songs and ghazals which he would sing beautifully and I had the honour of listening to his melodious voice more than once).

English is thought of as a symbol of elite status rather than just a language, a mere way of linguistic communication. Until and unless, the "gentlemen play polo and wear suits" attitude doesn't wear off, we'll remain an ignorant, retrogressive third world nation.
