So August is the second wettest month in Karachi with only 1.8" of average rain in August but I have seen a report today that 19" rain already in Karachi this August. Wow!
This would overwhelm any city in the world which didn't have such a history of rain. But Karachi's problems are multiplied because of infighting between various political parties there.
As to the 18th Amendment, long term many aspects of that will be good for the country in the future. The political class is improving and will continue to improve, and with that will come better governance. I also think PPP is given the last chance to rule in Sindh before the 2023 elections and then some 'arrangement' will be made.
