Yes, but Green Card is not nationality certificate, but only a residency certificate. A Green card holder is an Indian citizen ,a NRI, who does not have to regularly apply for Visa while working in USA.

People apply for green card for sake of convenience and job security in US. If Raghuran Rajan would have wanted US citizenship, he would have been gifted one by US-Gov straight away.

His holding green card is not an issue here He is ultra-conservative (financially) and has kept interest rate relatively high for much longer than needed, and probably that's why SS does not like him; but an expansionary policy had equal or more potential of backfiring, especially in view of depreciation of Rupee.

A Green Card gives the candidate an US person status. It only denies him the right to VOTE.

It has NOTHING to do with VISA. Visa is of fixed term and establishes your identity as a NON US CITIZEN. A Green Card establishes your identity as a US PERSON. (just below a citizen).

I do not care if the US will give RR a citizenship or not. It has no bearing on the debate.

Someone having a green card doesn't make one any less Indian, and those without a green card is not guaranteed to be patriotic Indians, green card is not an issue here. The only thing that matters here is how Raghuram Rajan did his job, I think he was too conservative than he should have been, and he kept the interest rates very high for a bit too long, which was a bad decision imho.

I never understood why the interest rates are so high in India in comparison to all major economies. The reason that is sighted is high inflation. How come no one works towards containing the inflationary causes like demand and supply, black money , secondary economy, tax evasion, rupee devaluation etc??

Hitting back at RBI Governor for his views on Financial Sector Legislative Reforms Commission (FSLRC) recommendations, its Chairman B N Srikrishna today said Raghuram Rajan was once in favour of an appellate tribunal but changed his stance after moving to the central bank.

“In his 2009 report ‘A 100 Steps’, Dr Rajan wrote ‘regulatory action should be subject to appeal to the financial sector appellate tribunals’,” Srikrishna said while adding this report was a guiding light for the Commission.

The FSLRC had suggested a non-sectoral, principle-based approach to revamp the existing framework. Among various suggestions, the FSLRC has recommended setting up a unified Financial Sector Appellate Tribunal (FSAT) that would hear all appeals against financial sector regulators.

It had also suggested creation of a unified financial sector regulator comprising SEBI, IRDA, FMC and part of RBI.

Rajan had earlier in June had criticised FSLRC recommendations as “somewhat schizophrenic”.

“On the one hand, it emphasises synergies in bringing together some regulators into one entity. But in the process it suggests breaking up other regulators, with attendant loss of synergies,” Rajan had said.

Noting that frictions are welcome and good for liberal democracy, Srikrishna said “reforms unsettles the powerful, hence it ruffles feathers, but it is necessary and must be done”. Pitching for a change, he said: “Parts of our regulatory machinery have become brittle, fragile or worse completely irrelevant and utterly useless if not downright harmful to our own interest. It is this concern which motivated the proposed reforms,” he said, highlighting the need to change.

Calling for the need to move away from the reliance on “jugaad”, Srikrishna said, “we must reform in anticipation of future crisis, not only in response to past ones.” He said our institutions need to be truly world class if we aspire for an exponential growth in our economy in the next 15-20 years.

Finance ministry wants to show growth(and may be stock market performance) for electoral reason, but RBI wants to lower inflation. May be he has fallen out of favor of current regime.

As for RR having a GC, I have a question. How can his GC still be valid if he's been in India for this length of time? Any green card holder who stays outside US for an extensive period time, loses his GC status and must reapply to regain this status.

I am fairly certain they would have done the background check. What they did AFTER that check is the problem.
