I don't think it is particularly racist.

I have been to Japan, and it's shocking to see how few people actually know how to speak English. Even at the biggest tourist locations like Universal studios, none of the staff there speak English. (Luckily though, they can read Chinese characters).

The attitude in Japan is "Why should we learn English? You should learn how to speak Japanese". Which is fair enough I think.

So it's not racism, it's just being practical. If you can't communicate with the staff, you won't be able to receive service.

Besides English-phobia in South Asian countries... most of the countries trust their local language only. Only those nations prospered so far who never left their culture or languages.

Look at Germany for example... go to Germany and you will hardly see anybody speaking English. Look at South Korea, Japan, France and Italy.... all of them speak their native languages only... and they are actually doing quite well

if thats the case, japanese cant tour the world as the world doesnt speak japanese... english is a universal language now and every country speaks english nowadays even chinese

maybe sign language needs to be learned for these type of places lol

You're right.

Imagine if I traveled to Britain, went into a shop... and started talking to them in Cantonese.

I wouldn't get any service, because they wouldn't be able to understand me. Same story applies to the OP, if the Japanese staff can't understand you, you won't be able to get any service.

The sign isnt rasict dude, you interpreted it wrongly, English is hardly spoken in Japan .

Well Japanese can understand you very well. i had enjoyed traveling there. they are most helpful nice people. And i dint face much difficulty there.

and on yeh you can understand Japanese and can speak enough to make Japanese know what you want.

You can get applications for your Smart phone that do the same thing. It can be very useful, depending on how much you travel.
