Punjab responsible for 65% corruption: NAB chairman

it was a right title actually, because I never elected bureaucracy, they are servants of the government...

just to put things in perspective, federal can only appoint 35% of the civil servants in any province whereas more than 78% executive seats in punjab are occupied by federal civil servants... exactly how, without Punjab government's permission this illegal appoints take place, precisely against the FPSC rule?

moreover, they are under punjab government, anyone can be caught doing corruption...be it a federal servant or provincial management officer...

this corruption is exactly under the nose of pmln, hence sole responsibility lies with the party in power !!

LAHORE: The World Bank Mission has expressed satisfaction with the utilisation of funds that were provided to the Punjab government and has vowed to continue cooperating with regard to development projects. This was said by the World Bank Country Director Rashid bin Masood and other officials in a meeting with the Punjab bureaucracy on Monday.



According to an official who attended the meeting, the World Bank delegation was led by Masood and included World Bank economist Hanad Mukhtar, experts of agriculture and livestock sectors Tahira Syed, educationist Huma Ali, specialist in irrigation sector Masood Ahmad and monitoring specialist Saba Hamid.



The delegation held a meeting with representatives of Punjab government Chairman P&D Board Javed Aslam, Secretary P&D Arif Anwar Baloch, Secretary Education Aslam Kamboh, Secretary Livestock and Dairy Development Irfan Elahi, Secretary Agriculture Mushtaq Ahmad, Additional Secretary Irrigation Kahlid Qureshi, Project Director Punjab Education Reforms Programme Dr. Farah Masood and Special Secretary Local Government Saqib Aziz and other officials of the P&D and finance departments to evaluate the utilisation of $991.25 million in six development schemes that are underway in the Punjab.



In the meeting, the pace and quality of ongoing development projects were reviewed. The projects include the Punjab Municipal Services Improvement along with (SWCL) costing $50 million, Jinnah Biraj and uplifting of projects of Birajes at the cost of $145.60 million, Project of Land Record Management and Information System at the cost of $45.65 million, Punjab Irrigated Agriculture Productivity Improvement Programme at the cost of $250 million, Punjab Education Sector Reforms Project Phase-II at the cost of $350 million and $150 million for Punjab Cities Governance Improvement Project.



The World Bank Country Mission has also been informed about the utilisation of funds on these projects by Aslam and his team members. The Mission appreciated the Punjab government’s performance.



Towards the end of the meeting Masood said that the World Bank felt proud to work with the Punjab government because it had made good progress on ongoing development projects. Further, its quality and utilisation of funds as well as system of checks and balances had proved superior to those of other provinces.



He added that the World Bank would be pleased to provide funds to the Punjab government for development projects when needed.

BTW I am from Sindh-Karachi... I feel this is an attempt to push the blame off from PPP to the PMLN... frankly even though its a stated fact that Shahbaz Sharif and gang is a group of looters to state that Punjab which i know from my trip to lahore is much better managed, run and visibly less corrupt than Sindh is more corrupt.

I think we should see this in perspective. Fasih Bukhari is a friend of Zardari... yesterday NAB made a statement that there is:

ISLAMABAD: The National Accountability Bureau (NAB) Chairman Fasih Bokhari on Thursday said that six to seven billion rupees are wasted in corruption on daily basis.

Addressing a press briefing here, Bokhari insisted that the country is facing rupees six billion to seven billion corruption daily adding that this massive corruption is inflicting huge losses to the national exchequer.

He said tax revenues worth billion of rupees could be generated for the national exchequer by plugging loopholes in the system and stemming out corruption.

Bokhari said it is estimated that Rs12 billion are siphoned off on daily basis because of corrupt practices while tax revenues worth Rs7 billion are evaded per day.

He said the reason of daily loss of rupees six to seven million to national treasure was corruption and inefficiency.

Issuing a corruption paper today, he said Pakistan has tax-to-GDP ratio is at 9 percent which could easily be 18 percent like in rest of the world, adding the country may annually receive 2500 billion rupees in taxes, i.e. Rs7 billion daily.

Not three, there are only two pillars of state now in Pakistan, the NAB chief said clarifying that a pillar consists of legislators and executives and the other one is judiciary.

The legislators, he added, appoint the executives of their choice and such is happening on both federal and provincial levels.

"I have already said three months back that Pakistan is losing huge amount of money to corruption on daily basis", he added.

Bokhari said favoritism in appointment of key posts has become tragedy for the country while federal, provincial and local governments are appointing jobs to their favorite candidates without merit.

He said 1700 cases of corruption are registered in NAB while the Bureau had prevented corruption in 173 federal and provincial departments.

NAB chairman said to prevent corruption regularity system would be corrected adding that FBI would investigate from those people who do not pay taxes.

He said there is no chance of military rule in the country and every act would be perfumed as per constitution. NAB chairman said they are 'ready to join any forum to prove what they said'. It termed objection of federal cabinet in this regard 'pointless'.

So we can imagine a call coming from Zardari... yeh teri NAB ney kya kar diya? Putting the dog back on his leash. Knowing someone who knows Zardari I know that Zardari is cunning and sly enough to do this. But Nawaz Sharif is the brother with no brain and lacks any solid policy.

By the way I am a PTI supporter so don't mistake this as an attempt to defend PMLN but clearly between the two parties PMLN much better option. I have seen Zardari's corruption. I knew someone who wanted to start diamond mines in Swat. PPP thugs supported by Zardari just took over! Imran Khan states in his book that he tried to buy a businessman friend by demanding a bribe which would remove bureaucratic hurdles from his path. His price is higher than 10%.

Which one would you reckon as possibly the most corrupt state of Pakistan ? Like we have U.P here

Without a doubt Sindh... not considering that having 4 states for the 6th most populous nation in the world is idiocy. No country follows such a stupid model. Just turn all the divisions or better the districts into provinces. We have made provinces an ethnic issue thanks to our far-sighted leaders.

According to annual report issued by The Transparency International on 05-12-12 for the year 2012, Pakistan has been ranked 33rd in corruption as compared to her 42nd place last year.
The report has issued index of 176 countries, measuring through different models and statistics about levels of public sector corruption. The index allocates scores ranging from 1 to 100. 1 depicts highly corrupt and 100 means clean.
The shameful aspect of the report is that the International organization has vividly pointed out massive corruption, siphoning off of funds and shown serious concerns over growing corruption in the country stating that the corruption of Rs.12600 billion was reported in different sectors of Pakistan during the last five years. If we give some margin of error in reporting cases, even then corruption rampant in our society is eating up like termite. It is worth mentioning that the organization reported that corruption reached its zenith during the last year.
On the other hand, Somalia, North Korea and Afghanistan have been declared the most corrupt countries in the world. However, Denmark, Finland, and New Zealand tied for the first place out of 176 countries.
If Denmark, Finland and New Zealand can sail through safely and cleanly from the ocean of corruption, why can not Pakistan? If they can adhere to their principles, why cannot we? Questions we must ask to ourselves....
The creation of Pakistan was based on Islamic Ideology to form a state free from bias and corruption of all kinds, but unfortunately we started wavering away from Islamic values right from the beginning. All the social principles of equality and liberty were disowned by rulers as well as citizens that gradually stuck us in the quagmire of corruption and plethora of social evils. Extremism, the fruit of an intolerant society, took roots in the minds of chauvinists, paralyzed the social system and ultimately overshadowed majority of population. It not only tarnished our soft image in outer world but let all the culprits off the hook who minted money through unfair means. Ironically these people earned respect in society. Resultantly, we regressed in every field and now we are almost completely devoid of financial ethics, being mocked by people and organizations of other countries.
A person who interacts with public service departments can easily assess how difficult it is to move on without greasing the palm of officials. It is high time we throw away corruption’s yoke from society’s ailing neck. If we fail to do it, the way we are proceeding, time is not far away that we would be ranked with Somalia and Afghanistan.

Precisely and vociferously expressed outrage of someone (was it the finance minister, don't remember) diverted attention from corruption. Good to see another with an eye on global politics. But actually Punjab is supposed to have an unequal share of corruption by about 55% (thats the actual population of Punjab as a total of Pakistan) or perhaps 54% (based on its GDP)... I am surprised to see a larger figure when things in Lahore are much, much better as compared to Sindh... and not only the law and order situation.

For the record basically the PPP has a history of being anti-Nationalist. Its an enmity from the days of Bangladesh war. I am surprised they STILL want to harass us. Bless India... where we have started taking instructions from now. Hakim Ali Zardari called Jinnah sewer ka bacha... who we talking about?

Well Adeel, Although I supports the substance of your message but not the conclusion.

The culprit for this lousy moderation & administration is not Pakistan Army, 99% of which consists of only those people who doesn’t concern with any political ambitions at the helm of their duties but instead only making sure to even sacrifice their own lives for the safety of all Pakistanis regardless of any race, creed or region.

But yes, unless these remaining lot(????) stops forcing their will on the ordinaries (openly or deceitfully) towards their desired political objectives and direction, sadly PA will ends up in receiving against their follies now even from their own heartland Punjab/Lahore as well.
