Punjab Assembly: Resolutions on South Punjab, Bahawalpur province today

The opposition in the Punjab Assembly, led by the Pakistan Peoples Party, has called for a session today (Wednesday) where a resolution pertaining to the creation of new provinces will be tabled.

Usually, the opposition benches as opposed to the government benches call for a Punjab Assembly session due to a poor law and order situation, wheat procurement issues or inflation. But the opposition has specifically called for a session demanding the formation of a South Punjab province.

Following the opposition’s move, Punjab Law Minister and Pakistan Muslim League-Nawaz (PML-N) leader Rana Sanaullah submitted two resolutions on Tuesday to the provincial assembly speaker – one pertaining to the creation of a South Punjab province, and the other to the restoration of Bahawalpur province.

Last week, the PPP-led coalition government passed a resolution pertaining to the formation of South Punjab province in the National Assembly with a majority. Meanwhile, the PML-N submitted its resolution in the NA secretariat pertaining to the formation of four new provinces including South Punjab, Fata, Bahawalpur and Hazara. However, the PML-N’s resolution has not yet been entertained by the NA secretariat.

The opposition parties in the Punjab Assembly, PPP and Pakistan Muslim League Quaid (PML-Q) jointly submitted resolutions in the PA secretariat four days back following the NA resolution. PPP Deputy Parliamentary Leader in the PA Shaukat Mehmood Basra said that the opposition would force the speaker to entertain their resolution in the agenda of the session.

However, under Article 239, a resolution is not enough to allow for the alteration of provincial boundaries. A bill must be passed with a two-thirds majority in both houses of parliament. Once this is done, the bill must be sent to the provincial assembly which should once again endorse the amendment with a two-thirds majority of the house. The bill is then sent to the president for his signature.

At present, the PPP led coalition government does not have a two-thirds majority in the NA for the passage of the bill, which is why it only passed a resolution from the NA, giving the impression that a resolution was enough for the prerogative to now lie in the hands of the provincial assembly.

PML-N countered PPP’s resolution by moving two resolutions itself to force the government on the back foot. According to a PML-N leader, by moving two resolutions in the PA, it would win votes in both South Punjab and Bahawalpur. PML-N would convey the message that the PA has passed the resolution, but the federal government remains reluctant to move the bill in Parliament.

Punjab Assembly passes South Punjab, Bahawalpur province resolutions


LAHORE: Resolutions pertaining to the creation of the South Punjab province and restoration of Bahawalpur province were unanimously approved in the session of the Punjab Assembly held today, Express News reported.

Both resolutions were submitted by Punjab Law Minister and Pakistan Muslim League-Nawaz (PML-N) leader Rana Sanaullah.

“Nawaz Sharif’s vision, his thinking has been fully endorsed in this approval,” said Rana Sanaullah in a statement.

Raja Riaz, while speaking to the media said, “We have unanimously approved these regulations to express our unity with the people of south Punjab.”

“A wave of happiness must have definitely spread in this deprived area, the credit of which goes to PPP, Prime Minister Yousaf Raza Gilani and President Asif Ali Zardari,” he said.

i like this move SOUTH PUNJAB & BHAWALPUR province!!!! great work. i hope they get formed soon. good move for the first time from PML N

sir jee now that you have a province are all your problems solved magically? is there food on the poor man's plate in bhawalpur & is there jobs for the normal bhawalpur man?

i don't think so! but i am sure there are more VOTES for mian shareef brothers

sir jee give you little example FYI today hike 40% of land prices in bhawalpur only the plot which cost 10 lakh today is 14 lakh poor have homes there and they are getting value of it .and asking abut problems after 2 hours of resolution ? wait just wait after few years its one of smallest Provence of pakistan now and its can work better then others i am sure .

Good news, Population is growing. Lahore can't control the administrative issues of whole province.

Same happened in Dehradun, Ranchi and Raipur cities when last time three new states were created in India. Land prices went soaring and local land owner made lots of profit.

That map is showing USSR bordering afghanistan please correct it mate.

It's an old map, and represents Pakistan (and neighbouring countries) as they were a few decades back; before all these little states, princely states and provinces were joined together to form the provinces we have today.

i feel sorry for my frnds who thinks after creating new provinces thier problems will be solved, as far as i can see this is all happening just to get votes, nawaz and ppp r soo scared from imran khan specially in punjab that they wud even give party tickets to shemales if they cud assure them the victory. More provinces will put more burden on ecconomy, u will need more nadim e aala's more governers more ministers more bullet proof cars and most importantly every thing from public's pocket.

In a decade or two, you guys will hear Indians saying 'we gained more punjab' than Pakistan. WTF... :hitwall:
