You need power when you want to deliver in such difficult situation we already trapped.

This system is crappy, dysfunctional and obsolete but since we have no immediate solution so the govt has to think out of the box and make it work until we are ready to change the structure but I guess before that we need economy above a certain threshold.
I don't think the parlimentary suits Pakistan for two reasons -

  • Ministers can only be drawn from the elected politicians. Since all too often in Pakistan highly educated technocrats avoid or do not stand chance in elections we end up with a pool sans lot of talent that is left outside. In Presidential system the elected President chooses his team from the entire talent pool of the country. So he can gather a elite team many of who are not suited to constituency politics but who have the management or technical expertise.

  • In a Presidential system the country vote for a leader for 5 years. The winner knows he has 5 years mandate and he can get on sorting out the country instead of worrying about keeping his rickety unstable coalition government moving along. This entails making compromises and even offering appeasement to keep everybody on aboard. The result is we end up with weak goverment that spends all it's energy on staying in power.
