Nobody laid the foundation of nuclear weapons. A team of top-notch scientists at Los Alamos didn't even know the critical mass of U-235 when they started their calculations. They thought they needed at least 1,000 kilograms of U-235 to reach criticality. Even later, when they first tried to actually calculate the critical mass of uranium using diffusion theory, they calculated it to be around 64 kilograms for 90% U-235. But later they found an error in their calculations and reduced it to ~15 kilograms. So, nope. Nobody had laid the foundation of nuclear weapons before the Manhattan project. Not even close.
