He is there to raise funds for the Diamer-Basha dam, it is important that he signifies and highlights why the dam is so important to convince people to donate for it. Furthermore, passion and motivation is a part of any speech, regardless of who gives it, that's what makes it a speech, it's why it's called a speech.

He did iterate the solutions which I have listed below in bullet points.
  • Work towards and construction of two major dams with reasoning backed by statistics.
  • The tackling of street crime issues in Karachi by uplifting the deprived class and providing identification to the people who have come as refugees from Bangladesh and Afghanistan.
  • Construction of a recycling plant in Korangi Industrial Zone to help recycle sewage water and hence save water and reduce the intensity of the water crises in Karachi.
  • The construction of a desalination plant through private-public partnership, to save more water furthermore.
  • The expanding of the railways locally in Karachi to create ease for transport.
  • The creation of a Northern Bypass to further ease transport.
  • The announcement of a Master Plan for Karachi for the long term planned development of the city along with environmental development of this 'concrete jungle'.
  • Will give two months for the waste disposal and trash issue in Karachi to be solved, if issues not solved, Federal Government will get involved and will put as much effort as possible with Provincial Government to fix waste disposal issues.

Also, he is making a lot of statement, about change of mindset and so on, and he is doing so for the right reasons. Both, the issues and the solutions don't only just lie in the Government, they lie in the people as well. The Government can become as clean as possible, be as efficient as possible, until the people don't change, the country isn't progressing. Examples are...
  • Corruptions on lower levels.
  • No respect for law, people throw trash on streets and public spaces everyday
  • No respect for law, people break signals, don't follow basic traffic rules.
  • People lack sympathy for each other, try to scam each other, won't give way to ambulances.
  • Lack of public ethics in people when it comes to dealing with not only other persons but also the infrastructure, people honk horns crazy in front of schools, people vandalize buildings and bridges.
The list goes on. The Prime Minister's job is not only to get work done, it is to instil a new passion in the population. There's a reason all leaders put a lot of effort in their speeches, they are vital for success if they can be influential and help people mend their ways. It forms a connection between leaders and people, and furthers the co-operation between the people and the Government. Here's an example of Bhutto, a bit too much though maybe,
. You can see any other speeches of any other people, they all talk with enthusiasm, hope and motivation. From the United States to Russia, motivation and passion is why it's called a speech. That's basic English 101.

As for providing people from Afghanistan and Bangladesh, or in other words, basically refugees with identity, well... you can pick up any book on the subject of Sociology, it will give you evidences and sociological experiments which prove a correlation between poverty and crime, not only that but it will reduce the anti-Pakistan sentiment among them, you can pick up any book on Human Relations, study the life of great leaders like Abraham Lincoln and you will see how. Also, if crime isn't the result of poverty, lack of education and the lack of identity or a society then exactly what is?

Let's just agree with you for a moment and assume that such a move won't help reduce crime. Still, aren't they people too? How are these people, who don't have access to the internet, don't have the platform to express their view and don't have basic needs, will be 'anti Pakistan', if anything they are more worried about making sure they live another day instead of spewing out hate against the State. They are humans just like you and me, they have families just like you and me. Put yourself in their shoes first. They have nothing to do with these Wars, the Governments, the geo-politics and were forced to become refugees and move for their own safety.

As for austerity drive, I think you should learn a little about butterfly effect. What he is doing is small but can have a massive effect on a later stage. 'Change starts with YOU' isn't an empty saying or quote, it does have reasoning behind it. He is setting an example with this austerity drive so that others will follow, and when others follow, a lot more people will begin to follow, the eventual impact will be large. This may not help us today, and it isn't meant to either, but it will help us tomorrow (long term change).

Also, the Khyber Pakhtunkhwa Government released a warrant for the arrest of PTM leader, so you are just making stuff out of thin air. These deprived people living in Karachi in Guttersnipes are not terrorists.

We are partially at fault for this for failing to provide them with basic education, helping them assimilate, lifting them out of serious poverty and giving them equal opportunity as should be in a merit-based system. It's not only the illegals who contribute to the crime but also legal Pakistani's, Poverty has a correlation with Crime, it has been proven again and again in Sociological experiments.

The reason there is an extreme outlash in the West is because of the extreme and hard culture clash. There isn't an extreme and hard culture clash between the people of Pakistan and Afghanistan specially since our common majority religion influences much of our culture.

All these came in the time of Zia ul Haq. Pakistan had very soft visa and entry policy .
