But chinese companies tried to smuggle unskilled chinese from China to Vietnam to take a works. So such company have to pay a penalty for that they have validated of rules.

Many Chinese workers even refused to go back China when local authorities forced them to, because their living habits disrupted local life such as spitting, loud at night, and sit naked block the road...etc. dont believe it? Go google search. There is reason why Chinese was not well perceived in Vietnam, as not every Vietnamese into politics, territory dispute is just tip of iceberg.
