Firstly it is too deep to be a nuclear test, secondly the wave pattern generated would be distinct and different to one generated by an earthquake which is not the case here at least so far it has not been confirmed to be.
P.S Dust lifting above mountains is not distinct to a nuclear detonation, such instances have occurred in Chile too.
