What I have noted are concurrent issues. Economic stability as far as Pakistan and regional engagement for Pakistan and for India implications of economically and strategically viable Pakistan that may eventually be able to assert more into internal Indian dynamics which are very complicated. You said there is no sikh or maratha nationalism but this is exactly the issues as these are underlying currents looking for traction and context. These are at the end of the day their own nations. Cohesion needs common enemy or common idea as India at the end of the day is not a nation state and if you really dissect it... it resembles more an empire with no real stakeholders.

Also don't worry about black market, ISI has proven its capability in the black market, you should read about it a little, from nuclear procurement from the USSR and Europe as well as the procurement of missiles from North Korea.

Indians are smart enough to know that.. They'll try to do something that punishes and humiliates Pakistan and yet it doesn't cross the red lines
