Exactly. The Tejas is an unproven quantity at this point. Years in development and only recently being accepted by the IAF. It's going to take hours of operations before buyers are confident to spend millions on it.No other countries will buy Tejas unless Indian airforce buy them in large numbers, and operate them in satisfaction and confidence. And most important, it must have at least hundreds of thousands hours of flight time of actual in service use to prove what has been advertised.
Just look at how Pakistan has managed to export the JF-17 after successfully inducting the aircraft into the PAF. It's an example India should follow.
