Yes, that is very strange that the door opens out over the sidewalk. I think here in the US there is a building code that says doors can't open over property that isn't yours. So usually when doors open out to a public area you have to make a little alcove entrance way to cover the swing size.

Exactly, that's a great rule. I think it is the same in Paris and major cities but in small old towns some of the buildings are like that. I generally poor designs
