I feel experience is needed. Or else you end like Somnath bharti on the streets without knowing any procedures on what to do.
Sitting in governance is something, which is not a easy job. it requires, talent, cunningness etc.
Yes, experience is a must, atleast as a Minister, before occupying PM/CM. However exceptions are ok, if a person is very talented, which happens rare.
