@king of pop your article is from 2011. Quite old. The IN is requesting for Project 17A ships to follow up the Shivalik class (Project 17). As far as Talwar class goes, the issue is with price haggling.

You are possibly referring to a Business Standard article which had appeared once saying the British government had approached the GoI for a possible partnership. As of date, there is no confirmation from either the GoI or IN regarding this.
