The Capital City Police authorities have compiled a list of over 162 white-collar criminals against whom action would be initiated for involvement and patronisation of illegal occupation of properties, harassing people and displaying arms in public.



These white-collar criminals and so-called jirga members have association with one or the other political group. They convey messages to the people about their influence and connections by frequently inviting politicians, bureaucrats and policemen to their hujras and deras.



Many among them help run the affairs of the station house officers and other cops so they keep visiting their hujras and a message is conveyed to the people that they have connections with the law-enforcers.



“We have compiled a list of all those who are involved in land grabbing, brandishing weapons and harassing the general public through one or the other way. We will make sure that action is taken against them soon under the relevant law,” Capital City Police Officer (CCPO) Ijaz Ahmad confirmed when approached by this correspondent.



He added that those in the list included people from all parts of Peshawar, especially the urban and suburban areas. “It’s a big mafia and we will soon eliminate their network,” Ijaz Ahmad added.



The city police was recently ordered to compile lists of individuals and groups involved in illegal occupation of properties and for spreading terror in the city by brandishing weapons. The force was ordered to take action against these so-called “Prado Groups” and “Double-Cabin Groups” whose leaders are often accompanied by half a dozen guards carrying automatic weapons. Some of these dubious characters have become a symbol of terror in the city for the last several years.



Some senior police officials are finding it difficult to lay hand on them without receiving formal complaint from any of the victims. The cops are also discussing how to make sure they do not display arms in public to harass people in case all their guards have licensed weapons.



The senior police officers have already directed the station house officers not to allow anyone to use vehicles with tinted windows or let their guards exhibit automatic weapons while seated in luxury cars.



“We know many politicians and influential people would rush to their defence and level allegations against the cops, but we would ensure that all these goons face the music under the law within a few days. We are looking for evidence about their illegal acts and they will be nabbed and sent behind bars,” a senior police officer said.



He added that all these 162 ringleaders and their men would be called to the police stations to give a message to the public that they were not above the law. “The police will also make raids and take action if any complaint is received against them. The cops who are hand in glove with them will also face the music,” added the official.



A source said these groups were involved in illegal occupation of properties and incidents of extortion not only in Peshawar but in nearby areas. They said the groups also earn money as members of so-called jirgas and terrorise the people for financial gains. A source added that the groups had the support of certain political leaders, lawmakers and police officers while a few had also remained members of the local governments.



Most of the leaders of these rings belong to the middle class but they have accumulated properties worth millions of rupees in the city and its surroundings. “They own luxurious vehicles and have political ambitions to gain more strength. These criminals have developed a strong network and mint millions of rupees from Peshawarites through criminal acts,” said the source.

Khyber Pakhtunkhwa Police has launched an android based “One-Click” SOS Alert service for enabling all the vulnerable and sensitive places including the educational institutions and schools to intimate the police about any emergency whatsoever through just a click on the mobile phone. The service has been introduced keeping in view the fact that at times it gets difficult for a person in distress to contact the police or to provide the exact details about their location.

With the launching of this, any person or the management of an establishment under attack can alert the local police through just a click on their mobile sets. One click on the alert button will automatically send alerts up to ten different stations including concerned district police control, concerned field officers and Central Police Office. The alert which will be sent in the form of both sms and telephone call will contain the address and exact location of the place under attack. Moreover, the alert message will also contain the coordinates for the venue and will also plot the shortest possible route for the police responders.

The service is initially being extended to all the schools and educational institutions of Peshawar and will soon be extended for all the educational institutions and other vulnerable establishments across the province.

this is awesome. but the point is what is the response time of police/LEA to that emergency call?

p.s. plus how we are going to ensure the misuse of it? the terrorist may maliciously call for help from some other school and plan attack on another?

hopefully it has tracking system, and members who may call for help are registered through facebook ids.

How does that encourage people reporting information? The whole point is it is anonymous so people feel comfortable in calling.

Just going to have to trust yourselves in this.

Problem is I see no sign of a well equipped anti terrorist force KPK urgently needs. The army can't be police and fight a war at the same time. Where is this anti terrorist force that was promised??

I don't understand is it really that too expensive for it to be raised? Current police are amateur level and couldn't even do a good job being a traffic cop. Need to start hiring capable people who are able to go to war if a mini operation is required and equip them well.

the problem I mentioned still need to be solved. if I am a responsible citizen, I wont mind getting myself registered, so that my LEAs know that Im trust worthy for any emergency call.

Now KP has established intelligence and anti-terrorist units, including female commandos, hopefully soon its going to be functional. check previous pages.
 
Dozens of male and female police took part in a commando training course in Nowshera, introduced by the local police as an additional skill for the police to be deployed to confront terrorism and extremism which is routinely on the rise in this South Asian nuclear-armed country.

PESHAWAR: As you zip through the crowded corridors of the provincial capital, bear in mind you are under constant surveillance of Peshawar Traffic police and they have plausibly everything they need to know about you.

Experts sitting at the traffic police headquarters are just a click away from reviewing the registration and specification data of any vehicle en route in any nook or corner of the province. The data has also been made available to officers on duty at pickets, checkpoints and check posts punctuating the roads of Khyber-Pakhtunkhwa.

Centralised data

A high-end vehicle verification SIM (VVS) system has been acquired by authorities through which data of all the vehicles ever registered in the country has been centralised for mass surveillance.

The system has been introduced to clamp down on non-custom paid, stolen vehicles and those being used during militant attacks. The registration data has been sorted vis-à-vis names and national identity card numbers. Cellular service provider Ufone has issued special SIM cards to police officials to access the database.

So far, only data from Sindh remains to be added to the system. “The police can now even access the chassis and engine details of all vehicles without manually checking any of them,” said Traffic DSP Asghar Marwat.

“By only entering the registration number into the SIM, within seconds the on-duty officer will have the ownership and (if any) criminal record of the vehicle on his phone screen,” he said. Officers of inspector cadre and above have been issued with these SIM cards, he added.

Marwat said officers will now be able to identify stolen and non-custom paid vehicles within moments. “Police chiefs in all the districts of the province will also have access to the database,” he informed.

While the system has been in place for only a few months, Marwat said six stolen vehicles have already been recovered through it. He said the data has been provided by excise departments from across the country.

“It has been a little over four months and results have already begun to show,” said Peshawar traffic SSP Wahid Mehmood. The SSP said close coordination amongst different departments through the use of technology can help make streets safer.

He said stolen vehicles are allegedly dismantled in Shoba Bazaar from where parts are distributed to other areas. “With help from the VVS and CCTV cameras, we were able to trace them down,” he added.

The newly-acquired system is part of the larger security plan spearheaded by IGP Nasir Khan Durrani. “VVS is a major leap towards curbing vehicular theft and keeping an eye on suspicious movement in the province,” the SSP maintained.

KP police report: 100% conviction rate after NAP claimed - Naya KPK

PESHAWAR: A report filed by the Khyber Pakhtunkhwa police cited a 100 per cent conviction rate after the implementation of the National Action Plan.
Arrests


  • 32 militants involved in various cases of terrorism across the province were convicted in the first quarter of 2015
  • 22 cases were sent to trial in ATCs, resulting in the arrests and convictions of 41, of which 3 militants have been given a death sentence, four have been given life imprisonment, and the rest were given between ten to 14 years of imprisonment
  • 794 suspects were arrested in search operations conducted in different parts of the province
  • three people were arrested for the illegal use of loudspeakers
During search operations, KP police claim to have recovered 64 firearms and 929 rounds of various ammunition.
Security of educational institutions
In the wake of last year's Army Public School attacks last year, security of educational institutions has also become a priority for law enforcement agencies. Under the Sensitive and Vulnerable Establishments and Places (Security) Bill 2014:


  • 729 educational institutions were inspected
  • 525 cases were registered against educational institutes who failed to make adequate security arrangements. These cases were, according to the report, registered after providing the management of these institutions with warnings and advisory notices.
Registration of residents
  • 151,712 houses have been registered with the local police
  • 1,812 cases have been registered against landlords who failed to register information about their tenants with local police
  • 411 cases have been registered against hotel management that failed to maintain proper records or follow due proceeds regarding identity verification of guests
Detention of illegals

  • Search operations against illegal Afghan refugees resulted in the detention of 83 people, and the filing of 45 cases against them
The National Action Plan was drafted in the wake of the Peshawar school attack to chalk out a comprehensive strategy to combat terrorism.



It was a proud day for KPK when in a series of steps to further the cause of health, the Independent Monitoring Unit was launched. This definitely is one of the most impressive speeches you will hear from a KPK Senior Minister for Health Shahram Tarakai congratulated the audience on their selection on merit, he tells everyone that they will build systems even if disruptive elements try their hardest, and he takes a very stern tone towards those who are trying to stop progress for personal benefit.
