If India did all that with total impunity, then are we really entitled to be called the #1 ranked intelligence service in the world? Something to seriously ponder!

I would say RAW is #1 ranked service in the world, because they along with other like-minded intelligence services almost totally crippled the nation of Pakistan, and without any repercussions. Doesn't get any better than that. While we go around boasting our glorious ranking that somebody in the west came up with to boost fragile egos in Pakistan.

Please grow up. No sane person takes that fan-made ranking seriously.

R&AW, with its superior resources, full backing by the Indian government, long-term career officers (not rotated like most of our Army men), and alignment of strategic interests with the US (this last thing is the real game-changer) did a lot of damage in the past two decades --- and the ISI was stuck defending with no strategy to take the fight to the enemy.

The strategic mistakes of the past two decades continue to haunt us, as we effectively have limited deterrence tools against Indian proxy warfare against us. Rather than igniting Kashmir on fire covertly, we have largely abandoned it.
