Raytheon is offering SkyCeptor™, a low-cost interceptor, with the Polish Patriot Integrated Air and Missile Defense System.

The SkyCeptor interceptor is a new, highly advanced, hit-to-kill missile, developed to defeat short- to medium-range ballistic and cruise missiles and other advanced air defense threats.

Poland requested a low-cost interceptor option as part of the interest it expressed in acquiring Patriot. Polish industry would co-develop and produce the system with Raytheon.

“We’ve listened to our allies in Poland, and we’re doing everything we can to meet their needs,” said Dr. Mitch Stevison, vice president of Raytheon’s Air and Missile Defense Systems. “SkyCeptor will give Polish air defenders a hit-to-kill capability at a fraction of the cost of current options.”

Patriot is an integrated radar, launcher and command and control system that protects against aircraft, drones and ballistic or cruise missiles.

Raytheon unveiled the SkyCeptor interceptor during MSPO, an international defense industry exhibition in Poland.

“Missile defense is a complicated challenge because it’s cheap and easy to create threats, but difficult and expensive to defend against them,” said Ralph Acaba, vice president of Raytheon Integrated Air and Missile Defense. “Missile defense systems need to become more cost-effective, and integration of SkyCeptor into Poland's Patriot is a step in the right direction.”

The SkyCeptor interceptor is based on Rafael's Stunner hit-to-kill missile, currently in full-rate production. It will be the newest hit-to-kill weapon in the Patriot family, which includes the PAC-3 and PAC-3 MSE missiles, which destroy threats by the sheer force of collision. Also in the family is the GEM-T interceptor, which uses a blast fragmentation warhead to obliterate tactical and ballistic missiles or manned and unmanned aircraft. All four missiles can be fired from the same launcher.

“We’re redefining the price tag on what are traditionally very expensive missile defense capabilities,” said John Baird, vice president of Raytheon’s Poland programs. “SkyCeptor gives Poland a much more cost-effective option to take out the threat.”

The US government has approved the release of SkyCeptor as the low-cost interceptor (LCI) component of the Patriot integrated air and missile defence configuration proposed by Raytheon for Poland's WISLA medium-range air defence requirement.

Poland requested an LCI option in its original expression of interest in acquiring Patriot, and later cited the LCI in its missile inventory requirement in a formal letter of request (LoR) for the potential acquisition of up to eight Patriot batteries (16 firing units) submitted by Minister of Defence Antoni Macierewicz to the US government in early September.

Christopher King, director of Israeli Cooperative Programs for Air and Missile Defense Systems at Raytheon Missile Systems, told IHS Jane's that Raytheon had received a marketing licence from the US government on 28 July to include SkyCeptor as the low-cost interceptor (LCI) in the Patriot solution for WISLA. The licence includes a transfer of technology (ToT) authorising the co-development and production of SkyCeptor missile components in Poland by Mesko, part of the PGZ group. Raytheon signed a new letter of intent with PGZ in July 2016 providing for 50% Polish industrial workshare in its total Patriot offering.

King said that Rafael and Raytheon have agreed to partner with Polish industry to source components for SkyCeptor, and build a SkyCeptor assembly facility in Poland. King also confirmed that SkyCeptor built in Poland will be available - subject to approval by the US and Polish governments - for export under the Global Patriot mechanism.

SkyCeptor is an outcome of a number of LCI options originally proposed by Raytheon for its intended Polish Patriot configuration. John Baird, vice-president of Poland Integrated Air and Missile Defence at Raytheon Integrated Missile Defense Systems, told IHS Jane's in September 2014 that Raytheon was offering four LCI alternatives for potential co-development and production with Polish Industry: two based on Stunner configurations and two conceptual LCI options "based on other missiles that would be put together in a different way and which could be retrofitted with any Patriot system".
