All digital technology in modern warfare has gone through a major R&D process lasting over decades and this will remain the case for years to come. It provides better flexibility, reduced workload, greater situation awareness, ease of operation and reliability.
HQ9, on this a ship this size? You'ld need something the size of the Type 52C or the Type 051C: both ships are twice the displacement of the F22P. There is no room for a sufficient number of missiles (which are MUCH larger than HQ7) and either the Tombstone radar found on 051C or the four phased arrays found on the 052C. In short, it would mean installation of a very expensive sensor suite to control only a limited number (max 16 missiles, if not less).
