K-P govt moves against Punjab for stopping wheat supply

Pakistan Tehreek-e-Insaf’s (PTI) Khyber Pakhtunkhwa (K-P) government has approached the Supreme Court (SC) against the Punjab government for blocking the supply of wheat.

An application submitted by the K-P government through Advocate General Latif Yousafzai says that the Punjab government has imposed unannounced restrictions for the past 20 days in regard to the movement of wheat.

The application further states that checkposts have been established, stopping trucks loaded with wheat on routes leading to K-P.

“These restrictions are blocking the flow of wheat to K-P which is not only adversely affecting the transportation, but is also creating a shortage of wheat in the market. This is causing an increase in the rate of the atta (flour) at a time when all experts are unanimous on bumper wheat crop this year, and prices of wheat and flour are unusually decreasing during the harvest” says the application.

The K-P government had requested the top court on Monday, headed by Justice Jawwad S. Khawaja, to issue an appropriate order to all provinces, especially Punjab, to avoid creating any hindrances in the procurement of wheat for its province.

The bench will resume the hearing of a constitutional plea filed by Jamaat-e-Islami’s (JI) Secretary General Liaquat Baloch tomorrow (Tuesday) regarding the price escalation of flour.

The PTI government has stated that Article 151 of the constitution ensures the free flow of edible commodities through Pakistan.

It also stated that for the year 2013-2014, the federal government has fixed the target of the procurement of wheat to 0.450 million tons for the province of K-P. It has added that the said target of procurement of wheat is to be achieved during the current crop season ending by June 30, 2014.

The application further states that millers in K-P are facing difficulties in transporting wheat which they are purchasing in the markets of Punjab for grinding in their mills. It added that the secretary food and minister food of K-P have approached the federal and Punjab governments via letters to lift the ban, but there has been no result so far.

It has been said that the chief minister had approved the summary on April 18 which increased the support price from Rs 1200 per 40 kilograms (kg) to Rs 1250. The increase of Rs 50 was made to encourage growers, farmers and parties to offer wheat for sale to the food department of K-P and enable it to meet the target.

The application says that “the food department also made necessary arrangements including obtaining a loan of Rs10 billion from the bank of Khyber at 3 months KIBORE + 0.60% pa and dispatched “bardana” to different PRCs and purchase points. The harvesting of wheat started from 15 March, 2014 in Sindh from 15 April, 2014 in parts of Punjab.

K-P estimates of local production are at 1.100 million tones but harvesting has not yet gained momentum, says the application.

It has also been said that the provincial assembly of K-P, on a point of order, also discussed the ban imposed by the Punjab government on movement to the province on May 13, 2014.

On the last date of the hearing of the case regarding the price of flour the SC directed the attorney general for Pakistan as well as all advocate generals to assist it regarding the constitutional consequences of the failure of five executive governments in providing the supply of basic food necessities to the citizens of the country.

The bench also expressed dissatisfaction over unavailability of flour on affordable prices throughout the country.

PFMA appeals Punjab Govt. to lift ban on wheat transportation


Pakistan Flour Mills Associations (PFMA) Khyber Pakhtunkhwa (KP) on Monday urged Punjab government to lift ban of inter-provincial transportation of wheat.

In a press conference here at Peshawar Press Club President of PFMA Anis Ashraf warned that if Punjab government would not heed their appeal they would block export of flour from Punjab flour mills to Afghanistan via Khyber Pakhtunkhwa.

He said ban over inter-provincial transportation of wheat from Punjab has hampered operation of about 300 mills in KP and left thousands of workers unemployed.

He said that earlier the exporters from Afghanistan were purchasing flour from KP mills but due to unavailability of flour at KP mills that Afghan exporters had started purchasing flour from Punjab directly.

PFMA president said the ban has made it difficult for KP government to achieve buying of 4,50,000 ton wheat to meet food demand of the province.

He lamented that terrorism had already affected KP industries and many industrialists have shifted their business to other provinces, adding that in such a situation the problems of KP province would further aggravate if the ban was not lifted by Punjab.

Anis Ashraf and other representatives of PFMA appealed to KP and Punjab governments to find amicable solution of the issue and give a support to already declining industry of KP.

PFMA representatives Naeem Butt, Haji Musarrat Shah, Momin Khan, Ghani Khattak and Malik Khan were also present on the occasion.

KPK govt urged to take steps for wheat procurement
Peshawar- Chairman Qaumi Watan Party (QWP) Aftab Ahmad Khan Sherpao has asked the Khyber Pakhtunkhwa government to take drastic measures for the procurement of wheat aimed to avoid the flour crisis in the province.
In a statement here Saturday, he said that imminent danger of wheat crisis was brewing owing to the negligence of previous government. He said that corrective and timely efforts were required to save the province from this situation.
He said that wheat requirement of the province was approximately 4,00,000 maunds but the erstwhile government procured only 2,50,000 maunds, which was shorter than the needs of province.
He said that Punjab had procured more stock of wheat than its requirements. He resented that if early steps were not taken the people would greatly suffer in near future. He said that the people would run from pillar to post for the flour.

QWP Chief contended that if the previous provincial government had ensured the necessary procurement of the wheat in time, it had not only met the demands of people but also earned valuable worth Rs5 billion.
He said that the province was already bearing the burden of Afghan refugees whose basic needs had also been on the shoulders of KPK.
He called upon the KPK government to utilise the resources for the procurement of wheat from local, national and international market. He said that in case of non-availability of funds, it should arrange resources from commercial banks. He hoped that the government would adopt drastic efforts to save the province from wheat crisis and provide relief to the people.

as long as our border security n customs r working properly (they r under federal govt) there shud never be any impediment to the flow of goods between provinces ,if Mr A grows something in Punjab he shud be allowed to sell it in KPK , to stop them fom doing so would encourage smuggling ,...We own land in our village n we were called recenly after harvest to collect our share of wheat ...crop yields hav dropped this year (atleast in our area of Gujrat, near Azad Kashmir boundry) .

nahi yeh nahi karna chahiye. Cmon KPK is part of pakistan. Its the same place. They are the same people so no need to do something so low and pathetic. Situations like these end up creating bangladesh. Do not isolate a province.
