ISLAMABAD: Pakistan Muslim League-Q on Sunday proposed a four point plan to combat the scourge of terrorism, observing that the existing security systems had either collapsed or failed to deliver, and the crisis was now beyond one person, party, institution and government alone to resolve.

Speaking at a press conference here on Sunday, the Secretary General PML-Q Mushahid Hussain said the government must convene an All Party Conference (APC) to formulate a collective national response to combat terrorism, the country’s biggest security threat.

Flanked by Secretary Information of the party Senator Tariq Azim and Marvi Memon MNA, he said the government should establish a special Anti-Terrorism Office (ATO) in the Prime Minister’s Secretariat, with a Situation Room that should constantly monitor, track and combat terrorists and terrorism through a highly professional team of intelligence and forensic experts, political analysts, investigators and psychologists doing research and analysis.

The Intelligence Bureau (IB) and the Special Branch of police in the provinces should be dedicated solely to combating terrorism, rather than tapping phones of journalists and opposition politicians.

Mushahid Hussain said a nationwide media awareness plan should be launched to educate, motivate and mobilise the people against terrorism.

He said a national alliance against terrorism and extremism should be formed, beyond the political divide, to include the political forces, civil society and media, similar to the nationwide popular upsurge on the restoration of the judiciary and rule of law, so that it is a sustained campaign to mobilise the people on this common threat.

He denounced the attack on the FC post in Islamabad and bombing in Chakwal as a ‘crime against humanity’ and termed the perpetrators of these acts of terrorism as ‘enemies of Islam, Pakistan and humanity.’

The PML-Q leader said the indigenously-generated extremism and terrorism must be combated by the state and people of Pakistan collectively, and stressed that ‘we should now stop being in denial of this grave threat.’

Commenting on the forthcoming visit of US Presidential Envoy Richard Holbrooke to Pakistan, Mushahid Hussain said that Pakistan must insist that drone attacks be stopped since these destabilse Pakistan. He said if President Obama says ‘no blank cheque’ for Pakistan, then Pakistan too should insist that it cannot ‘accept US military or civil aid with restrictions or conditions.’

Criticising Obama for his statement that ‘Pakistan and Afghanistan would be treated as one theater of operations’, Mushahid Hussain said this was tantamount to erasing the Durand Line border between Pakistan and Afghanistan, while he said ‘the US, conversely, was keen that the Line of Control (LOC) in Kashmir be accepted as the international boundary between Pakistan and India.’

Mushahid Hussain also urged the formation of a five-nation Muslim Contact Group on Afghanistan under the leadership of Turkey including Pakistan, Afghanistan, Saudi Arabia & Indonesia to focus on the need to resolve Palestine & Kashmir, which are at the heart of Muslim opposition to US policies.

He also urged the government to take notice of the fact that two long-standing friendly neighbors of Pakistan - Iran & China - are today complaining and concerned that Pakistani territory is being used to destablise both countries. He referred to Jundullah against Iran from Balochistan and the East Turkestan Islamic Movement (ETIM) against China from FATA. A Special Task Force should be established including Iran and China to propose steps to eliminate this threat to them from Pakistani soil.

Mushahid Hussain also criticised the appointment of Danish Prime Minister Anders Rasmussen as NATO Secretary General given his insensitivity to Muslims during the Danish cartoon crisis, and said that since NATO was now heavily involved in Muslim countries like Afghanistan, Iraq and Pakistan, he should at the very least offer an apology for his arrogance and insensitivity.
