I think, that as long, as the co-ordination is happening, between them by the Military, itself, it could widely, help the overall response time, but it it was to be done by the civilian sector, then it would have been as we know what happens in this country, but as the military is the head, I think its a win-win situation for Pakistani Intelligence Agencies, and putting them under a Ministry is a bad idea, rather letting them working autonomously, and communicate them through this would keep a nice balance between secrecy of the ISI and the operational reaction time.
