It will not make much difference, cities are already multi-ethnic. Islamabad have its own budget because its federal city. Islamabad is not even considered part of Punjab, though i always though Islamabad as punjabi city. Punjabis make majority in Islamabad maybe thats why.

Anyway i personally have no problem people migrating anywhere in Pakistan, as long as infamous bastis are not created or katchi abadis. Rawalpindi most not become Karachi part 2. Islamabad is different story, lot more expensive and have its own laws. I doubt Islamabad will be ruined. And FATA need to be integrated, did you know Christians in FATA who are there for generations can't buy land? Yet FATA people move freerly everywhere in Pakistan. Seriously some steps need to be taken.

Punjabis have been target of MQM in Karachi/Sindh and BLA in Balochistan for being ethnic punjabis. Yet i never heard of anything like that in Punjab.

Islamabad is called Punjab because it was carved out of Potohari villages and lands. Its administrative division doesn't change the fact that it was and is the homeland of Potohari people. The real villages in Islamabad like Golra, Saidpur, Sihala and Bhara Kahu are all Potohari villages. Golra is named after Golra awans, and Saidpur named after Sultan Said Khan Gakhar. The non Potoharis in Islamabad are all settlers who came after 1970s. There was no Islamabad before 1965. Besides, Islamabad and Pindi have become a single city now.

My real concern is about Rawalpindi district and Potohar as a whole. I recognize Islamabad's status as a capital city.

And I'm staunchly against migration. These bastiyaan and stuff are bound to appear. There should be a limit to the amount of different non-locals entering a city. Rawalpindi shouldn't become a Pashto(or Balochi, Sindhi whatever) speaking city and Peshawar should not become a Punjabi speaking city for that matter. Migration gives rise to racial tensions. Period. Racial tensions exist in Karachi, Quetta, Abbottabad and Gilgit for the same reasons that I talk of.

What I propose is that development across Pakistan should be evenly spread. Developing Lahore, Islamabad and Karachi alone is not real development.

Actually it's no longer the 90s anymore. Punjabis don't go to Karachi anymore. In fact, tides have reversed, and hundreds of Karachiite families are relocating to Lahore or Rawalpindi/Islamabad. I believe they should be answered in the same way as Punjabis were treated in Karachi during late 80s and 90s. Blood for blood, eye for eye.

Punjabis are only around 300,000 in Karachi with the bulk being Seraiki now. Punjabis prefer UAE to work in rather than Karachi. Besides, plenty of jobs in industrialized Punjabi cities, so we're all good.
