Prime Minister Shehbaz Sharif on Monday approved import of coal from Afghanistan in the Pakistani rupee to help generate low-cost electricity in the country.

The prime minister, chairing a meeting to improve the mechanism for transportation of Afghan coal, expressed concerns over the rising price of coal in the international market.

He said the rise in coal price was also one of the reasons behind the generation of expensive electricity by the coal power plants operating in the country.

He viewed that the import of Afghan coal in Pakistani currency would save the foreign exchange.

The prime minister was told that the import of Afghan coal – initially for Sahiwal and Hub power plants – would save around $2.2 billion annually.

Prime Minister Shehbaz Sharif directed the authorities concerned to devise an effective mechanism for the purpose to help generate low-cost power generation and provide relief to the domestic and industrial consumers.

He directed the railway ministry to take all-out measures for swift transportation of coal from Afghanistan to the power plants.

He also instructed the formation of a committee of all relevant departments under Defence Minister Khawaja Asif.

Federal ministers Syed Naveed Qamar, Khawaja Asif, Engineer Khurram Dastgir, Miftah Ismail, Rana Sanaullah Khan, Ahsan Iqbal and Khawaja Saad Rafiq, Advisor Ahad Cheema, Minister of State Dr Ayesha Ghaus Pasha and relevant senior officers attended the meeting.

After Prime Minister Shehbaz Sharif suggested that Pakistan may import coal from Afghanistan in rupees to offset the high cost of fuel imports, Kabul decided to raise the customs duty for coal by 122%.
In a circular issued by the Afghan Finance Ministry on Tuesday, it said that the customs duty for coal was being revised.
It noted that previously, a customs duty of $90 per ton had been imposed. However, the revised duty would see coal priced at $200 per ton.

The decision to increase the customs duty on coal, the finance ministry said, was down to the increase in the price of the commodity in the international market and per the Customs laws of Afghanistan.
It added that currently the customs duty is levied on around 30% of coal exports.

Pakistan seeks Afghan coal​

Earlier on Monday, while addressing the “Turnaround Pakistan Conference”, Prime Minister Shehbaz Sharif said Pakistan has finalized the deal to import cheap coal from Afghanistan in rupees which would save precious foreign exchange.
He was addressing a dinner attended by leaders of the government’s coalitions partners at the Prime Minister’s House.
The prime minister criticized the previous government for not importing coal, oil and gas while the prices were low in the international market.
“[Now] the coal has become expensive and Pakistan is spending billions on importing coal to run power plants.”
He said the current government, for the past few weeks, had bee finalizing a plan to import coal from Afghanistan instead of South Africa.

Our Thar coal has high sulphur content and its usage is not very efficient for certain power plants. Nevertheless, the new plants being set up in Thar are adapted for local coal.

What about quality of Afghanistan coal ? Is it better the ours ? If yes, why wasn't this idea pitched 50 years ago ? We could have benefited alot.

What about quality of Afghanistan coal ? Is it better the ours ? If yes, why wasn't this idea pitched 50 years ago ? We could have benefited alot.

IMHO Pakistan blundered heavily in early 1990s in opting for oil fired boilers, which did seem feasible then given low crude prices and short execution cycles, than opting for a mix of coal and hydro based generation. That basically is the genesis of Pak's perennial energy crisis. It would still have been dependent on imported fuel (as Thar coal has huge limitations) but the material would have been much cheaper than oil/gas.

SAAD RAFIQUE DIRECTS TO MAKE ARRANGEMENTS FOR COAL IMPORT FROM AFGHANISTAN​

KARACHI: Minister for Railways Khawaja Saad Rafique on Saturday issued directives to the PR to make arrangements for the import of coal from Afghanistan, ARY News reported.
Khawaja Saad Rafique chaired a meeting of the Pakistan Railways officials to discuss steps for the enhancement of revenue and issues related to the transportation of coal from neighboring country, Afghanistan.
The meeting was attended by the Railways secretary, the CEO and other concerned staff.

Speaking on the occasion, Saad Rafique said to ensure smooth transportation of coal from Afghanistan, stations will be established in Sibbi, Kandiyan and Khushal Kot.
The minister also directed officials to arrange wagons and repair the traffic for timely import.

Coal starts coming in from Afghanistan​

Pakistan Railway has decided to set up stations at four places to transport coal from Afghanistan. —Reuters
LAHORE: The country has started importing coal from Afghanistan and supplying it to the coal-fired power plants in different cities, an official told Dawn on Saturday.
“Coal from Afghanistan has started coming in a couple of days ago after the government directed the departments concerned, especially the Pakistan Railways, to make certain arrangements for a safe and rapid coal transport operation,” the official said.
“At present, fewer than 3,000 tonnes of coal are being brought daily at the Khushhal Kot railway station. However, the supply is expected to touch 20,000 tonnes after the beginning of coal operation from Kundian in Mianwali district and Sibi in Balochistan,” the official said, adding that the Sibi station would receive coal in trucks via the Wesh-Chaman border.
Earlier, reports suggest that the Afghan coal price more than doubled from $90 per tonne to around $200 after Pakistan decided to buy the commodity from its neighbour.

However, the official said that since Islamabad was paying for the coal in rupees, the increase in prices might not make a significant impact.
“An important meeting presided over by Federal Minister for Railways and Aviation Khawaja Saad Rafique would also be held in this regard on Sunday (today) at the Pakistan Railways’ headquarters in Lahore. During the meeting, the decisions related to the launch of coal operations within the next few days would also be taken,” the official said.
He said that under the agreement, it had also been decided to transport coal to power plants in Sahiwal and Hub through the rail network instead of by road.
Meanwhile, presiding over a meeting at the PR headquarters on Saturday, Mr Rafique directed the Pakistan Railways administration to ensure the provision of wagons to transport coal from Afghanistan.
He reviewed different matters related to the railway revenue and transportation of coal from Afghanistan. It was decided that transportation stations would be set up in Sibi, Kundian and Khushhaal Kot. The Railways secretary, chief executive officer and other officers attended the meeting.
In a meeting on June 27, the government decided to import coal from Afghanistan for the coal-fired power plants due to the price hike of petroleum products.
The meeting, presided over by Prime Minister Shehbaz Sharif, also approved the import of high-quality coal from Afghanistan in rupees instead of dollars to save the country’s foreign exchange.
The premier was informed during the meeting that the import of coal, initially required for Sahiwal and Hub power plants, from Afghanistan would help Pakistan cut the annual import bill by $2.2 billion.
