Agreed- if they don't steal your money they'll just hamper reduce efforts on the ground even if they are trying to do the right thing. The Govt can handle this themselves- just give it straight to them.

Please everyone, no human should suffer when his neighbor can help; remember, its bad when something bad happens to someone else but its worse on the part of onlookers who know that they have the capacity to prevent it and yet don't.
