Well if it is "no man's land" why can't the Chinese (or even the Indians) for that matter construct a road here? seems like another missed opportunity for India ... as if they haven't had enough misses already.

Chinese did not massacre 20 Indians. According to Weibo, the indian invaders attacked the PLA soldiers. The Indians for some unknown reason started to force their head into the Chinese made medieval club resulting in the deaths of 20 Indians. The other 30 indians were terrified and decided to run and take a dip in the river. They enjoyed the refreshing river so much decided never to come out of the river.
The remaining 60 Indian soldiers decided to surrender and enjoyed Dragon Well tea.

Even on of the seniormost leaders of the opposition has admitted that this road while close to the border is located on Chinese side of border:

Rathore wrote a letter to Chief Minister Jai Ram Thakur, bringing to his notice the reports based on inputs from local villagers about road construction by China close to the border in Kinnuar. “I wish to apprise you about a serious issue of road construction near the Tibetan border by the Chinese army which was reported by some residents of Kunnu Charan village in Kinnaur district,” he said.

He said it was alleged in a video shared by the villagers that around 22 km from Kunnu Charan village at the Khempula Pass, the Chinese had constructed a road close to the Indian border. He added that there were also reports of the deployment of heavy construction machinery. “In my opinion this could be a major security threat to our country and should be seriously monitored and immediately reported to the Union Defence Ministry. I request you to personally take up the matter with the Defence Ministry and also keep the Himachal Police on high alert along the China border in the districts of Kinnaur and Lahaul and Spiti,” he added.
