ABBOTTABAD: The Pakistan Tehreek-i-Insaf’s defeat in the recent PK-45, Abbottabad-IV by-election has exposed rifts in the party’s local chapter.

The PTI lost the election to the Pakistan Muslim League-Nawaz though PTI chief Imran Khan addressed four public meetings in the constituency and announced opening of six colleges in the area and the grant of tehsil status to Bakot, and the provincial chief minister announced the Rs1 billion development package for the Galayat region.

Political observers insist the PTI, which rules the province, should take the defeat seriously as it shows the party is poorly managed and faces rifts.

According to them, the PTI fielded a weak candidate for the by-election angering many of its local leaders, who later distanced themselves from the election campaign of Ali Asghar Khan.

The observers believe anyone from among Abdur Rehman Abbasi, Raja Mubeen, Nazir Abbasi and Pir Azhar Bakoti could be a better choice.

PK-45 is the hometown of PML-N leader and current Khyber Pakhtunkhwa Governor Sardar Mehtab Ahmad Khan, who had won elections of the provincial assembly seat for the constituency in 1985, 1988, 1990, 1993, 1997, 2008 and 2013 showing his strong vote bank.

Sardar Mehtab also won the local National Assembly seat in 2008, 1997 and 1993 but lost the seat in the 2013 elections.

He, however, won the provincial assembly seat and was made the opposition leader in the provincial assembly.

The frontline PML-N leader, however, quit the seat after his nomination as the provincial governor. He had served the province as the chief minister and remained a federal minister.

In the 2008 by-election, he surrendered the provincial assembly seat to retain the National Assembly seat. In the by-election, his son, Sardar Shamoon Mehtab, emerged as winner.

In the recent by-election, Sardar Mehtab’s cousin, Sardar Fareed, secured 28,252 votes to win the PK-45 seat against the 23,597 votes bagged by rival from PTI Ali Asghar Khan. The PML-N nominee, Sardar Fareed, got more votes than those secured by Sardar Mehtab during the 2013 elections showing the party has got stronger in the constituency.

According to political observers, Ali Asghar Khan, the PTI vice president in the district, stood little chance of winning the by-election for having no stakes in PK-45 as he lives in PK-44 constituency consisting of Abbottabad city and runs NGOs.

They insist the by-election results could have been different had PTI fielded old PTI guards, especially Abdur Rehman Abbasi, the runner-up in the 2013 election.

The observers say rivals successfully exploited the fielding of an ‘outsider’ in the by-election by the PTI during their campaigns. According to them, sitting PTI MNA from Abbottabad Dr Azhar Khan Jadoon had opposed the nomination of Ali Asghar Khan for PK-45 but his reservations were rejected by party chief Imran Khan.

As a result, Dr Jadoon ‘opted’ to go out of the country to avoid participation in the party candidate’s election campaign.

During the by-election, the district and divisional administrations remained neutral by and large as there came no complaints of their interference in the electoral process.

Lullo Khan need to learn basic of biraderis vote banks. Thats why PTI lost in NA-1 also by fielding ex refugee Afghani over local. He thinks people will vote for PTI no matter which candiate because of Imran Khan. How stupid one can be?

There are two defeciencies....one the complete result of this by election is as follows;

PMLN: 29978 (+2172)
PTI: 22104 (+1968) Previous (14562+5574*)

LAHORE:
The National Database Registration Authority (NADRA) has found rigged votes in the record of ballot papers from NA-118, Lahore, The Express Tribune has learnt.


According to a report submitted by the authority to the election tribunal, the record of only 68 of 251 polling stations in the constituency were provided to NADRA. The total number of votes here was 46,118 and only 15,835 voters’ thumbprints were verified.

NADRA’s report added that 4,043 votes were found to be cast against invalid CNIC numbers, and NADRA states that identity cards with these numbers were never issued by the authority.

Pakistan Muslim League-Nawaz (PML-N) candidate Malik Riaz won 103,346 votes hereagainst Pakistan Tehreek-e-Insaaf (PTI) candidate Hamid Zaman, who won 43,616 votes. The total number of votes cast in this constituency were 169,137.

According to NADRA’s report, 142 votes were found to be cast by those who were not registered voters in this constituency. Another 146 votes were found to be submitted by those casting votes multiple times. 272 counterfoils were found without fingerprints and 44 votes were reportedly polled by non-registered voters. The report concluded that the fingerprints of 25,636 counterfoils could not be verified as the correct ink was not used. The report bore the signatures of NADRA Director General Syed Muzaffar Ali.

On December 19, 2013, the election tribunal ordered NADRA to examine election material at polling stations in NA-118, Lahore. However, a bench of the LHC granted a stay against this verification. On March 13, the stay order was vacated and the recounting commenced.

The report stated only 69 polling bags from 68 polling stations were carrying relevant election material whereas the remaining 256 polling bags contained irrelevant material, including used or unused ballot papers, ink pads, and material relating to the provincial constituency or incomplete material. The tribunal has ordered NADRA to continue the verification of available material.

NADRA’s report adds that the ink used during polling does not meet the criteria proposed by the authority – it did not dry fast or ensure that it did not smudge due to overlapping papers. This has resulted in 25,636 ‘bad quality’ votes which could not be processed by the Automated Fingerprint Identification System (AFIS) as they were indecipherable.

Appearing before the court on Monday, counsel for Malik Riaz requested the report be sealed and the media not provided access to it. Advocate Tipu Salman Makhdoom, counsel for Hamid Zaman, submitted the report is not a classified document and the tribunal provided him with a copy. Makhdoom told The Express Tribune the report makes it clear the election was ‘rigged’. He said the tribunal would be requested to order the election commission to hold an inquiry into the missing electoral record. DG NADRA and the local commission have been summoned on June 16.

It is pertinent to mention that Press Information Department on Sunday issued a statement by the NADRA spokesperson, saying, “As the case is still subjudice, all stakeholders, including media and political parties, are requested not to draw any conclusions… Let the tribunal make the final judgment.” The statement stressed that the tribunal and report includes ‘just findings and not a conclusion. Only a court order will be regarded as a conclusion.”

PTI to move court

Pakistan Tehreek-e-Insaf will submit a petition in the Supreme Court on Wednesday seeking a suo motu notice against the acting chairman of NADRA for his alleged involvement in NA 118.

The decision was made during the PTI Core Committee’s meeting on Monday. Dr Shireen Mazari, the party’s information secretary, said the committee had expressed serious concern over the vote tampering.

1-Whats the difference between unverified and bogus votes?
2- How many of these invalid votes were cast to which candidate?

i am just say 15000 was verfied and 4800 were fake from them ...more then 30 % .,.. its easy tu assume that if that 50000 which could be verified the ratio would be same ... 15000 .. so total .. 19000 out of 69000 thousand ...

deep down u know who casted that vote to whom..btw all the polling station is from where PMLN won.. regardless of who casted that voted .. it should be null and viod and relectin should be taken place .. bcoz 25 % of the votes were fake .. as just in case also check if some RO unintentionally make PLMN votes from 500 to 5000 ...

1-Again you're trying to cloud the fact that unvarified vote is a vote which is not varified by the system which doesn't translate into bogus vote.
2-The problem is that deep down you're denying that PTI may also be casted those votes...

bro ,,, really?? are u saying no single vote in unverified votes are fake???

why i think PTI have not casted fake vote ..
1. the candidate in this halka was new ..never took part in any election before as far as i know .. the other member was expert in election .
2. PTI was the party first time coming out on a big scale .. so no RO or federal or provincial member can be influenced by them as they didnt have any major potion in past ...
3. new RO which are teachers and other government employee was hired by PTI so there can be no loyalities ...

in case of PLM N .. they hold office 5 times so it is very easy for them to influence the RO's or other government officials.. majority of the lot appoint is during PLM N time .. PML N has the history of rigging election on various occasions in 90's .. so PMLN is the most obvious culprit

unvarified votes are unvarified votes.....not necessarily bogus votes....Its a simple common sense for those who can understand reason.
For rigging you don't need ROs. Its not a coincident that pictures surface on every by-election in which PTI supporters are holding fake votes "allegedly snatched" from PML-N's supporters.
