That depends on what you term as a high rise.

Even that is doubtful.

Tower blocks are commonly referred to as "midrise" or "highrise apartment buildings", depending on their height, while buildings that house fewer flats (apartments), or are not as tall as the tower blocks, are called "lowrise apartment buildings".

Anything above eight floor is considered as highrises that is
something which needs elevators for vertical circulation.

What we don't have is Skyscrapers , density wise dhaka does
have many highrises if not more then many Indian cities.

If 8 floors is the criterion, then we are chock a block full of them in all cities.

In our cities, lifts are essential for anything more than 3 floors.

I don't live in highrises nor do I like them,
they are not a criteria for urban settings.

About the 3 floors, it seems you don't know what you're
talking about. Building codes of every country mentions
the requirement of elevators which varies from 6-8 floors.
In Dhaka it is 6 floors in Chittagong it is 7 floors.

One can install lifts even if its two storeyed.
