But light water reactors uses Uranium-235 as nuclear fuel, and "enriching" the spent Uranium-235 can be used to make a small nuke (given the know-how to make a nuke is available).
Still, even in the 1980s, any nuclear enrichment technology would be very expensive for the Philippines, and could have negative political consequences aside from possibly making the Philippines a nice target for a nuke strike in the old Cold War days.
I doubt if Philiphines would't have intercontinental capability, tactical nukes are fine as last resort of defense and could be used as an EMP too.
"Others" here don't have to worry because the PH constitution prohibits it, we don't have the technology, resources and the know-how to build one, we don't have the political will to do so, and political corruption and bickering prevents it.
