NEW DELHI: An Indian Lt-General commanding the UN Disengagement Observer Force (UNDOF) in Golan Heights, Iqbal Singh Singha, has landed in a major controversy with the Philippine military seeking an investigation against him for allegedly endangering the safety of its peacekeeping troops during the stand-off with Syrian rebels over the last weekend.

Philippines armed forces chief Gen Gregorio Pio Catapang, as per reports emanating from the Middle-East as well as Manila, alleged Lt-Gen Singha ordered the Filipino troops under UNDOF to lay down their weapons and "show the white flag" to the Syrian rebels to ensure the safety of 44 Fijian peacekeepers earlier taken hostage by them.

Gen Catapang said the Filipino troops — who held their ground without surrendering last Saturday — would have also been taken captive if they had not defied Lt-Gen Singha's orders. "The UNDOF commander wanted to save the Fijians at the expense of the Filipinos. Our troops did not want to surrender. Their honour was at stake. He (Lt-Gen Singha) kept on changing his orders. It is but proper that an investigation be conducted to include him," Gen Catapang, was quoted as saying.

Indian Army officers, who are monitoring the situation from here, said it was for the UN to "comment" on the matter. "But UNDOF is working under Chapter VI of the UN Charter, which is primarily concerned with a supervisory role without any enforcing authority. Peacekeeping operations under Chapter VII give the enforcement authority and the ability to use force beyond self-defence," said an officer.

Incidentally, Lt-Gen Singha, a Rajputana Rifles officer who was appointed UNDOF commander in August 2012, had also courted controversy in March 2011 when he had lauded the then Gujarat chief minister Narendra Modi as a politician who had "all the qualities of an Army commander" during a public function in Ahmedabad. "He (Modi) keeps deadlines for completion of work and ensures that the target is achieved by the set time," the then Maj-Gen Singha had held.

India has 194 soldiers under the 1,250-troop UNDOF, which was established in May 1974 to maintain the ceasefire between Israeli and Syrian forces and supervise their disengagement. But the situation has become complex since mid-2011 with Syria getting embroiled in a civil war between its regular Army and anti-regime rebels.

Overall, India currently has 6,865 soldiers deployed in four UN peacekeeping missions in Congo (3,768), South Sudan (2,004), Lebanon (899) and Golan Heights (194). India constantly figures in the top three troop contributors for UN missions, and has lost over 140 soldiers since its first commitment to Korea began in 1950. Seven Indian soldiers, including a Lt-Colonel, for instance, were killed in ambushes in strife-torn South Sudan last year.

Officials, however, feel the large troop contribution reinforces India's claim for a permanent seat when the UN Security Council is eventually expanded, apart from providing handsome monetary compensation and "international exposure" to its soldiers.

Indian Army battalions, in fact, covet UN assignments since their troops get UN allowances in dollars, with officers getting $2,200 and other ranks $1,100, which are over and above their Indian rupee salaries being safely deposited at home.

A top Indian Lt Gen commanding the UN Disengagement Observer Force (UNDOF) -- that is currently engaged in a confrontation with the Al Nusra rebel group of Syria -- at Golan Heights, has broken his silence on major a controversy that erupted this week after the Philippine military sough a formal investigation against him for allegedly endangering the safety of its peacekeeping troops.

After reports from Manila, in which the Philippines armed forces chief alleged that Lt-Gen Iqbal Singh Singha endangered the Filipino troops by ordering them to lay down their weapons to Syrian rebels to ensure the safety of 44 Fijian peacekeepers earlier taken hostage, Singha told the India Today that both the UN and the Indian Army backed his decision that has so far not resulted in any UN casualties.

Speaking over the phone from Golan Heights, Singha said that disregarding his orders of putting down arms, the Filipino troops had endangered the lives of 44 Fijian peacekeepers who have been besieged by the rebels and are in the conflict area. "The non-professional actions of the Filipino troops have endangered the lives of the Fijian soldiers. They have defied orders at a time when we had negotiated a ceasefire with the rebels to ensure that all troops in the conflict area could exit," Singha said. The officer, who has had a vast experience of commanding troops in Kashmir and other conflict zones, added that the UN has supported his call on the issue. "The higher UN echelon as well as the Indian Army agrees with me that the decision was correct. It is an act of cowardice to desert posts especially when a delicate ceasefire was in place," the officer said. "They broke the chain of command and UN orders", he added.

Sources said that the Filipino troops disregarded the orders by the Commander to not fire for effect against the rebels and in the process killed three combatants. This has raised tempers questions against the UN troops in the area.

"We had already moved 212 Filipinos to safety. There was only one post left with 40 soldiers and we were negotiating for them too and had secured a ceasefire for the night. Military action would have resulted in casualties on both sides and that would have also affected the fate of 45 Fijians abducted earlier," the officer said.

Adding that the "UN HQ has backed me up for all decisions." Sources have also alleged that the Philippine side had been facing trouble due to indiscipline and callousness earlier with 22 of them being abducted last year in the same area after they defied orders and moved without weapons. In an incident last year, rebels had even taken two machine guns from a Philippine post.

Incidentally, Singha was appreciated by both the UN and the US State Department for his role earlier this month in securing the release of a US journalist who was kidnapped by Syrian rebels.

Besides, Singha who is commanding the mission, India has 194 soldiers under 1,250-troop UNDOF, which was established to maintain the ceasefire between Israeli and Syrian forces and supervise their disengagement. The mission has seen action lately after the Syrian civil war.
India is one of the largest contributors to the UN peacekeeping missions with 6,865 soldiers deployed in across the world.

The commander was not bargaining the hostages at the cost of Philippines Soldiers as I understand from the thread, and besides he has undertaken hostage rescue quite a lot of times under a UN mission.

Refusing the orders cost the Philippines 3 lives and left no chance of a negotiation in future.

Backing the Indian official, the UN mission in a statement said, “Philippines bypassed the chain of command and the permanent representative of Philippines in UN , New York, COAS, Philippines and the erstwhile Force Commander of UNDOF, Maj General (Retired) Natalio Ecarma III (presently deputy minister in Philippines), adversely interfered in the decision making mechanics of UNDOF, jeopardising the safety of own and Fijian troops.”

“The field commander was in constant touch with the Position commanders directly and was appreciating their brave stand and exhorted them to stay calm and not aggravate the situation as efforts were ongoing for their safe passage .It may be recalled that on four occasions in the past the FC had successfully handled similar situations,” it said.

According to the note, the COS of the mission — the Filipino officer who resigned — took orders from “Manila and acted with myopic focus only on the contingent, compromising the mission planning to ensure safety of all peacekeepers irrespective of contingents”.

“These interference further deteriorated the operational capability of the Philippines contingent which after the announcement of their withdrawal from the mission in the third week of August 14, were losing interest and displayed considerable drop in performance,” it stated.

Asked why his men surrendered, Tikoitoga said they were following a direct order from the commander of the UN Disengagement Observer Force (UNDOF).

"At no stage in an operation would I expect any of my officers not to follow the decisions of the first commander," he said. "The Filipinos chose to do so and the Philippines government have supported them for having chosen that path.

Why did General Singha ordered the surrender of Fiji troops...and now they are denying that he did not ordered the surrender of RP troops. We're lucky that our troops there have common sense not to follow the stupid order of Gen Singha.

Asked what order was given to the Filipinos, Ladsous replied, "Never to hand over weapons."

The order was simply "not to shoot," he said.

One U.N. official told Reuters that no force commander would order his troops to hand over weapons to rebels. If that were to happen, the official said, the commander would "be out of a job" since countries that supply weapons and materiel to the force would be reluctant to re-supply the mission.

Several Security Council diplomats said the issue of what orders might have been given was discussed on Wednesday in a closed-door meeting of the 15-nation body.

In that meeting, Ladsous expressed full support for Singha, diplomats who were present told Reuters. Ladsous later told reporters that Singha had "exercised good sound judgment all along" during the crisis.
