On Tuesday, the U.S. navy confirmed that a U.S. fast-attack submarine arrived at a Philippine naval base.

According to the U.S. navy in a statement, the Los Angeles-class fast-attack submarine USS Topeka (SSN 754) arrived at Subic Bay on January 12 as part of what was termed “its routine Indo Asia-Pacific deployment.”

Among other things, EDCA would give U.S. troops and equipment wide access to Philippine military bases on a rotational basis.

On Tuesday, Philippine Foreign Secretary Albert del Rosario and Defense Secretary Voltaire Gazmin met with their U.S. counterparts U.S. Secretary of State John Kerry and U.S. Defense Secretary Ashton Carter for the so-called 2+2 ministerial meeting. Both sides were expected to discuss a range of issues, including U.S. assistance with Philippine military modernization plans and ongoing disputes in the South China Sea, in which Manila is a claimant. Of course it's great news. Have you ever seen a domesticated canine who haven't seen its master for a long time? They start running in circles, tail waging, salivating in the mouth, barking, overall being full of joy and excitement. Philippines wants to modernize its military/army. I think we can play a big part in this regard, since we are now increasingly looking forward to partner/cooperate with many Asian countries, reason British defence and foreign secretary visited the Philippines recently..

Philippine Air Force was offered some great aircrafts like F 16, su 27, mig 29, F 18 but nothing materialised.

I think they can also look into the JF17 program especially newer blocks coming out.

The difference between Syria and Philippines is that Syria is getting help from Allies when in time of war and repelling Western-backed terrorists, hell-bent on regime change. On the other hand, Philippines is opening its legs up, like a Manila street hooker, to US troops, during peacetime.

I did know about the Tartus base but that has been established since cold war and Russia's continued use of it was part of a debt forgiveness agreement between Russia and Syria. You can't compare a legacy base, from a bygone era, to Philippines willingly taking in occupying forces after freeing themselves of occupation in the past. Just stinks of weakness and desperation from Pinoys.

Really? So what Russia and Iran is doing shows that Syria is showing weakness and desperation then? And doesn't matter about debt forgiveness when Russia could have just left the base, but yet Syria is willing to let them have it.
