Clearly you're not a man of science...and thus wasting words like technological leap. You can't fathom what a technological leap is. From one block to another are incremental improvements with better avionics. BTW what is your achievement in that? Lockheed Martin did it and they got you to sponsor their R&D...wow what an achievement...so when is the assembly line shifting to UAE?

Lockheed Martin did it based on UAE specs, which means that the latter was involved in the Desert Falcon's conception..It is that simple..If the UAE knew nothing about the most advanced technologies, they couldn't specify their own specs..

Setting specs is one thing while achieving them is totally another. For example, a client tells an architect to design a 100 storey condominiums with 1000 apartments each, some of which are penthouses etc ... the client and the architect go through the requirements and derive the specs and then provide an estimate of cost and time etc so does that make the client an architect... I don't think so.

Mate technological leap occurs between generations of A/C. You can say from 4th to 5th gen involves technological leaps. Between the blocks are incremental improvements i.e. better radar, better EW suite, slight improvement in aerodynamic performance, slight structural changes etc

Yeah that's a major improvement but it is not exclusive to blk-60 rather F-16V also have the same radar. This turns F-16 into a formidable 4++ gen. A/C.
